ECS is seeking a Resource Manager to work in our Fairfax, VA office.
ECS is seeking talented professionals to join our successful and growing team in building the next-generation Continuous Diagnostics and Mitigation (CDM) Cyber data solution. The CDM Program is the Cybersecurity and Infrastructure Security Agency's (CISA) dynamic approach to strengthening the cybersecurity of Federal networks and systems through better awareness and visibility into their security posture and cyber threats. ECS is responsible for designing, building, deploying, operating, and maintaining a complete 'Data Services' solution which includes the collection, normalization, visualization, and sharing of cyber data from more than 100 Federal agencies. The CDM Data Services product is an integrated suite of multiple Commercial Off the Shelf (COTS) products, software configuration packages, and custom code which work together to operate as an integrated solution tailored to meet Department of Homeland Security (DHS) requirements.

The Resource Manager will be a member of the Program Management Office and serve as the POC for employee staffing related items of the program. The Resource Manager works with the PMO staff, technical team members, subcontract partners, and other corporate groups and is responsible for staffing, onboarding, and transitioning of about 200 personnel. This position also supports the recruiting lifecycle, partnering with the hiring manager and talent acquisition staff to author and post job descriptions as well as coordinate candidate interviews and feedback. - Preparing and maintaining Standard Operating Procedures (SOPs) outlining standard processes used to manage resources throughout the candidate and employee lifecycles.
- Contributing to development and improvement of standards and processes for onboarding ECS and Subcontractor personnel onto the Program.
- Tracking resource information and the fulfillment of program positions.
- Developing, executing, and managing staffing strategy for the program.
- Assisting in the creation of Job Requests to ensure they are compliant with guidelines and complete for the Talent Acquisition Team to find candidates.
- Collaborating with program hiring managers to fill staffing needs through strategic planning.
- Assist in onboarding and offboarding of personnel to the program, ensuring the timely receipt of information, accounts, and equipment required for team members to be successful.
- Must be a US citizen with ability to obtain Public Trust Suitability
- Bachelor's degree and/or 2-5 years of relative experience in staffing and resource management.
- Ability to handle multiple and changing priorities from the program side.
- Demonstrated effective people skills and excellent verbal and written communication.
- Excellent organizational skills.
