CORE Electric Cooperative is seeking a Resource Planner or Resource Planner Senior to join our Power Supply department, reporting to the Energy Supply Director, located in our Sedalia office. This individual will support CORE's resource planning and energy supply portfolio and procurement efforts. This role involves building and maintaining long-term resource planning tools, analyzing trends in electric and natural gas markets, and supporting quantitative assessments of local programs and key inputs for load forecasting.

This is an Exempt onsite position at our Sedalia office, located at 5496 North U.S. Highway 85, Sedalia, CO 80135.

A Resource Planner will...
  • Support the development, maintenance, and analysis of large data sets for long-term resource planning tools and integrated resource plans. Assist in implementing policies and procedures related to resource planning and cooperative risk mitigation.
  • Assist in tracking trends in electric and natural gas markets by collecting and organizing data. Support the maintenance of long-term price forecasts for energy, resource adequacy, environmental products, and other key planning assumptions.
  • Assist in the development of long-range load forecasts in consultation with finance and engineering groups. Collaborate with financial analysts in support of long-range financial forecast. Conduct basic quantitative assessments of local programs and key inputs for load forecasting, including assumptions for behind-the-meter generation, energy efficiency, demand response, and transportation and building electrification.
  • Assist with the administration of existing power supply contracts and supports selection and negotiation of contracts for new resources. Maintain and update long-term valuation tools for electric resources.
  • Conduct preliminary research on emerging supply and demand-side technologies and assist in evaluating potential applications within the cooperative's resource portfolio.
  • Coordinate data requests and review results from consultants performing resource modeling. Support preparation of resource solicitations and evaluation of responses and other resource proposals.
  • Understand and monitor compliance with market, state, and federal regulatory and tariff requirements. Assist in compliance tracking and documentation.
  • Help analyze cost-of-service studies and support rate structure development by compiling relevant data and performing basic modeling under supervision.
  • Assist in preparing materials for public presentations, including community and Board of Director meetings. Attend meetings to observe and take notes as needed.
  • Conduct basic risk analysis of new or existing resources, including delivery and fuel supply risks.
  • Perform economic analysis to support energy supply operations. Prepare reports and recommendations under the guidance of senior team members.

A Resource Planner Senior will...
  • Lead the development and maintenance of large datasets for long-term resource planning tools and integrated resource plans. Ensure policies and procedures are well-documented and aligned with best practices for resource planning and risk mitigation.
  • Conduct in-depth analysis of electric and natural gas markets, tracking trends and maintaining long-term price forecasts for energy, resource adequacy, environmental products, and other key planning assumptions.
  • Independently develop long-range load forecasts, collaborating with finance and engineering teams to ensure accurate projections. Support financial analysts by providing key inputs for long-term financial forecasting, including behind-the-meter generation, energy efficiency, demand response, and electrification trends.
  • Support the administration and management of power supply contracts, assisting in contract negotiations, performance evaluations, and resource planning decisions. Develop and maintain valuation tools for electric resources to assess cost-effectiveness and portfolio fit.
  • Research, analyze, and make recommendations on adoption of emerging supply and demand side technologies. Analyze alternatives and recommend optimal resource mix.
  • Coordinate data requests and review results from consultants performing resource modeling. Function as team leader in preparation of resource solicitations and evaluate responses and other resource proposals.
  • Monitor and ensure compliance with market regulations, state policies, and federal requirements. Maintain a working knowledge of tariffs, energy market structures, and regulatory frameworks that impact resource planning.
  • Understand cost of service ratemaking and related concepts. Provide insights into rate structure development and recommend adjustments based on evolving market conditions and operational needs.
  • Present and collect information at public functions, including community and Board of Director meetings.
  • Conduct detailed risk assessments for new and existing resources, analyzing risks related to fuel supply, market fluctuations, and portfolio stability. Assist in developing mitigation strategies for resource adequacy and cost management.
  • Perform economic analysis to support decision-making on energy supply operations. Prepare technical reports and recommendations based on quantitative modeling and industry benchmarking.


Minimum qualifications for both positions
  • Bachelor's degree in a relevant field.
  • Highly proficient with Microsoft Excel and ability to build reports and work with large volumes of data.
  • Experience with financial and/or quantitative analysis, including forecasting and performing cost/benefit and trend analyses.
  • Ability to assess and interpret detailed contracts, tariffs, regulatory frameworks, and market rules to ensure compliance and strategic alignment.
  • Familiarity with Colorado regulatory environment preferred.
  • Knowledge of common statistical packages/programming languages, intermediate skills in using database applications preferred.

Additional Qualifications for Resource Planner:
  • 1-3 years of relevant industry experience required.
  • Strong written and verbal communication skills. Basic understanding of generation & electric transmission/distribution technology, North American electricity & natural gas markets.
  • Familiarity with utility production cost model simulation and proficiency with statistical forecasting modeling and other procurement processes, software and systems preferred.

Additional Qualifications for Resource Planner Senior:
  • 5 years of industry experience required as a resource planner.
  • Familiarity with utility production cost model simulation and proficiency with statistical forecasting modeling and other procurement processes, software and systems required.
  • Skilled in written and verbal communication, including technical documentation and stakeholder engagement required.
  • Understanding of generation & electric transmission/distribution technology, North American electricity & natural gas markets preferred.

Resource Planner Salary Range: $93,850 - $125,028.80 annually

Senior Resource Planner Salary Range: $105,102 - $139,984.00 annually
