Job Responsibilities
Under general supervision, serve as the retrainSC Program Manager, in providing oversight and management of the South Carolina Technical College System (SCTCS) retrainSC Program. Ensure the retrainSC program is administered and delivered in the manner in which the business and industries are able to remain competitive, upskill incumbent workers, or introduce new technologies to its current workforce. Serve as the agency's primary contact and Subject Matter Expert for the retrainSC program.Direct the statewide initiative RetrainSC program ("RetrainSC") in accordance with the Enterprise Zone Act of 1995. Serve as the agency program contact for the technical colleges and industry clients in managing the programmatic provisions of the RetrainSC program. Provide initial program training to designated staff within the Division of Economic Development and technical college staff as applicable. Responsible for developing new business and industry workforce projects in collaboration with economic development allies that will lead to retainment and retention of the workforce. Manage and coordinate applications and training plans for companies requesting participation in the retraining program for approval by the State Board and SCTCS Agency Executive Project Review Committee. Work in partnership with the SC Department of Revenue (SCDOR) in providing vital information as it relates to company's receiving refunds for eligible courses and jobs under the Retraining initiative. Represent the SC Technical College System, the Division of Economic Development, and the State of South Carolina while attending meetings of local, state, national and international organizationsinvolved in business development initiatives to enhance competence and awareness in manufacturing, processing operations, exporting, warehousing and distribution, and technology intensive facilities. Assist with other workforce projects that are assigned to the Division of Economic Development.

Minimum and Additional Requirements
A bachelor's degree and relevant program experience.
Incumbent must have the skill and demeanor to work with a wide variety of people and operate successfully at the highest levels of corporate America, including Chief Executive Officers, Chief Operating Officers and Board Chairpersons of major domestic and foreign corporations. Incumbent must have strong organizational and communication skills (both oral & written) and be able to manage and coordinate multiple programs/projects simultaneously. Incumbent will direct and lead the planning & execution of programs/projects. Incumbent should effectively maintain relationships and communications within the Division and promote collaboration between the Division and the colleges, as well as relevant community and economic development entities.
