The Louisiana Department of Revenue (LDR) is responsible for fairly and efficiently collecting state tax revenues to fund public services, to regulate charitable gaming and the sale of alcoholic beverage and tobacco, and to support state agencies in the collection of overdue debts. Collectively, each program, unit, division and group work together to provide the core services to taxpayers of the State of Louisiana and stakeholders of the agency. LDR is comprised of the following groups: Tax Collection, Charitable Gaming, Alcohol and Tobacco Control (ATC), Debt Recovery and Louisiana Tax Free Shopping Commission.
The Tax Policy and Planning Division functions include development and issuance of Department policy statements, legislative drafting and monitoring, assistance with fiscal notes; rule promulgation, tax research and technical tax support. This is accomplished via the issuance of various policy statements, which include rules promulgated under the Administrative Procedure Act, private letter rulings, revenue rulings, revenue information bulletins, policy procedure and memoranda, and statements of acquiescence or non-acquiescence.
This vacancy will be filled by a current classified employee of the Louisiana Department of Revenue.

Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree plus five years of professional level experience in financial auditing, accounting, tax systems work, taxpayer assistance, tax enforcement, tax collection, tax auditing, tax audit review, tax law, tax accounting, management analysis, or administrative services.
SUBSTITUTIONS:
Six years of full-time work experience in any field will substitute for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
A master's degree will substitute for one year of the required experience.
Possession of designation as a Certified Public Accountant or CPA Inactive will substitute for one year of the required experience.
Possession of a current license to practice law in Louisiana will substitute for two years of the required experience.

ABOUT THIS POSITION:
Duties include, but are not limited to:
- Reviews and analyzes drafts of legislation, regulations, policy statements, fiscal notes, and other reports prepared by the attorneys and other staff who work under the supervision of the incumbent as well as other divisions.
- Coordinates with other divisions for the implementation of legislative changes and other changes resulting from court decisions.
- Consults with the Department's litigation attorneys, reviewing auditors, and audit management on tax policy issues related to audit files and litigation handled by those persons.
- Coordinates efficient and timely compilation and dissemination of policy guidance, legislative summaries, reports and other materials.
- Assists the External Reporting Division and other divisions in the preparation of the Tax Exemption Budget and other statutorily required reports to ensure compliance with applicable laws.
- Monitors the changing environment in state and local tax policy and administration related to Sales, Severance, Excise and Miscellaneous Taxes to identify emerging tax issues.
- Proactively assesses tax issues to determine whether policy guidance should be developed and advises the Director of Policy Services
- Performs other duties as assigned.
