This position is located in the NM Interstate Stream Commission (NMISC) in Albuquerque, New Mexico. This job manages the efforts of the NMISC's Middle Rio Grande Bureau to support New Mexico in meeting Rio Grande Compact delivery obligations and to investigate, conserve, develop and protect New Mexico's interests in the waters of the Rio Grande.

Why does the job exist?
This job manages the efforts of the NMISC's Middle Rio Grande Bureau to support New Mexico in meeting Rio Grande Compact delivery obligations and to investigate, conserve, develop and protect New Mexico's interests in the waters of the Rio Grande.
This position reports to and coordinates with the NMISC Director and Deputy Director and oversees Middle Rio Grande Bureau staff and contractors, budgets and timelines. The Middle Rio Grande Bureau's key work areas include 1) technical analysis, such as Rio Grande Compact accounting and related investigations, 2) on-the-ground project implementation, such as river channel improvement projects, and 3) stakeholder engagement and coordination, such as development of partnership with major water users. Significant coordination with the New Mexico Office of the State Engineer, and other state and federal agencies is also required.
How does it get done?
Major job tasks will include:
1. Managing the efforts of the Middle Rio Grande Bureau to support New Mexico in meeting Rio Grande Compact delivery obligations to Elephant Butte Reservoir, including development of collaborative partnerships with state and federal agencies and stakeholders;
2. Overseeing staff and contractors, managing budgets and timelines, and reviewing and providing input to water resources management and technical reports prepared by staff, contractors, and other agencies;
3. Engaging with stakeholders, including making presentations, attending meetings, assisting with public outreach related to compact matters, supporting the NMISC's state and regional water planning efforts in the Rio Grande Basin;
4. Assist with Rio Grande Compact accounting, coordination and reporting, including San Juan Chama Project offset program and accounting;
5. Coordinating the Rio Grande Bureau's Endangered Species Act (ESA) activities including participation in the MRG ESA Collaborative Program;
6. Assisting in coordinating technical matters related to the Texas v New Mexico litigation;
7. Directing the Bureau's Strategic Water Reserve efforts and coordinating with the Deputy, the Strategic Water Reserve technical lead, and other NMISC Basin managers on statewide efforts;
8. Providing technical assistance to the Indian Water Rights Settlement team for Rio Grande Basin issues;
9. Leading other activities to investigate, conserve, develop, and protect New Mexico's interests in the waters of the Rio Grande.

This position supports the citizens and water resources of New Mexico in order to comply with interstate water compacts and protect Endangered Species.
Ideal Candidate
The ideal candidate has experience with:
1. Project and staff management
2. Rio Grande and/or other interstate compacts
3. Experience in water resources and hydrology
4. Writing and reviewing technical documents
5. Good interpersonal skills
Minimum Qualification
Bachelor's degree in a related Water Resources discipline (Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Biology, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering) and eight (8) years of relevant experience, six (6) years of which must be in a supervisory role. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience.

Working Conditions
Work is performed in an office setting with exposure to Video Display Terminal (VDT) and extensive personal computer, printer, scanner and phone usage. Some sitting, standing, bending, and reaching may be required. Occasional field work may require the use of digital cameras and/or a global positioning system. Occasionally reporting to remote work sites and field work that may encounter adverse weather and difficult terrain may be required. Some climbing/hiking short distances to identify source water locations may be required. Work may require brief periods of work in cold and/or inclement weather.
