Description
HUMAN RESOURCES/RISK MANGEMENT DEPARTMENT
Under general supervision, the purpose of the job is to conduct professional level work in the planning, organization and coordination of the City's risk management programs to include risk identification, evaluation and prevention. Employee works in accordance with departmental directives and is expected to exercise independence and initiative. May be required to act for the Human Resources/Risk Management Director during periods of absences or as directed. Performs related work as required.
Examples of Duties
Assists in development and implementation of City-wide risk, loss prevention and insurance policies and procedures.
Manages intake of new property, liability of all types, and workers compensation claims; monitor open claims.
Conducts investigations and accidents interviews; confers with employees involved in work related injury losses and/or auto accidents.
Identifies and pursues recovery and subrogation for damaged City property and vehicles.
Provides staff education and training in regards to loss prevention, occupational health issues, workers compensation claims, and risk analysis.
Conduct new employee safety orientation; assists with cross-functional duties of Human Resources activity as needed.
Analyzes claim trends; provides claim reports at least quarterly.
Develop and maintain an information system for tracking and recording losses, claims, insurance premiums and related costs, and other applicable data.
Ensure City compliance with Worker's Compensation, OSHA, and other applicable laws and regulations.
Review proposed programs, existing and planned facilities and operations, contracts and other sources of potential risk to avoid or minimize exposure/liability.
Provide technical assistance to City Manager, and City staff in regards to risk associated issues.
ADDITIONAL POSITION FUNCTIONS
Performs related duties as directed when such duties are a logical and appropriate assignment to the position.
Minimum Qualifications
Bachelor's Degree in Risk Management and Insurance, Business, or Public Administration or closely related field; supplemented by four (4) years of experience in risk management to include loss control, worker's compensation, general and automobile liability, property damage, risk control administration, and safety training or closely related experience. Must possess a valid Florida (Class E) Driver's License.
Successful candidate must be willing to and as condition of employment, transition to full-time on a permanent basis when requested to do so by the City.
Employee shall obtain the National Incident Management System ICS-100 Introduction to the Incident Command System and IS-700 National Incident Management System, An Introduction within six (6) months of employment. The following courses are designed to provide a baseline, as they introduce basic NIMS and ICS concepts and provide the foundation for higher-level Emergency Operations Center (EOC), MACS, and ICS related training.

Thorough knowledge of applicable laws and regulations including workers compensation, OSHA, and other state statutes and federal laws related to personal injury, property damage, and risks.
Knowledge of current risk management objectives and procedures including risk reduction practices, methods and techniques.
Ability to effectively plan, prepare and administer an effective employee risk management training program.

New Hire Incentive
A. Pre-employment conditions
If an employee voluntarily executed an Employee Recruitment Incentive Program Agreement prior to the date of hire upon employment, the new employee will receive:
(i). 5% of the minimum of the newly hired employee's authorized position pay grade to be paid in the employee's initial paycheck.
(ii). 5% of the minimum of the newly hired employee's authorized position pay grade in which they were initially hired to be paid after the latter of either:
B. Post-employment conditions.
If an employee voluntarily executed an Employee Recruitment Incentive Program Agreement after employment with the City and within 30 days from the date of hire, the employee will receive:
(i). 3% of the minimum of the newly hired employee's authorized position pay grade to be paid in the employee's initial paycheck.
(ii). 3% of the minimum of the newly hired employee's authorized position pay grade in which they were initially hired to be paid after the latter of either:
(i). If termination is less than 12 full months of employment with the City: 100% of all incentives paid by the City to the employee shall be reimbursed to the City.
(ii). If termination is 12 months or more, but less than 24 full months of employment with the City: 75% of all incentives paid by the City to the employee shall be reimbursed to the City.
(iii). If termination is 24 months or more, but less than 36 full months of employment with the City: 50% of all incentives paid by the City to the employee shall be reimbursed to the City.
(iv). Once the 36 full month period from date of hire has expired and with the employee still employed with the City, the employee shall have no further incentives reimbursement obligations to the City.
