Position Overview

Responsible for the development and implementation of Risk Management policies and procedures in support of Risk Management Section. Assists in the preparation of the City's annual insurance renewal and claims budget. Liaises with and responds to inquires/complaints from the public, staff, the City's insurance providers, and provides recommendations on claim files. The main support to internal staff as it pertains to Risk Management practices. Responsible for the creation and delivery of the risk management program and services, including risk education.

Qualifications and Experience
Minimum seven (7) years of insurance industry experience, with a minimum of three (3) years municipal/government experience preferred. Must have experience with commercial insurance policies.
Completion of the Canadian Risk Manager (CRM) course(s) or possession of CRM designation in progress
Chartered Insurance Professional (CIP) education completed or in progress
Experience with deciphering insurance language specific to; CCDC, OPSS, Cyber, Professional Liability, Automobile.
Experience with procurement of various types projects including but not limited to; construction, cyber, consultant services, relevant to risk evaluation and specific insurance coverages that will be required.
Experience with reserving, budgeting, financial reporting and cheque processing municipal insurance underwriting requirements, and insurance industry financing practices.
Acuity in interpersonal skills necessary to effect persuasion and change.
Possesses reading interpretation competency and application of policy language relevant to property, automobile insurance and specialty-line insurance coverages.
Ability to apply extensive acuity specific to the high-level complexity of claims, relative to the risk of extended financial impact to the City concerning claims.
Direct experience adjusting municipal claims.
Ability to apply superior level of interpersonal and communication skills, adjusting according to the situation and required engagement to ensure clarity of processes, to ensure efficiency and service delivery.
Thorough understanding of relevant legal terminology, insurance policies, precedent case law, and maintains current knowledge and application of Municipal Act (Ontario) and Occupiers Liability Act of Ontario. Maintains current knowledge of the civil litigation process and retains broad knowledge of current legislation including; Municipal Act, Highway Traffic Act, and Negligence Act.
Experience in design, delivery of job aids, corporate education and training programs to facilitate risk workshops; build understanding and capability in the identification and management of risks.
Highly skilled in both verbal and written communication skills; effectively and courteously handles enquiries from the public, external vendors, and staff.
Demonstrated ability to work with minimal supervision, effective time management skills with ability to prioritize, under tight timeframes while working with multiple agency projects; handles highly sensitive and confidential information maintaining discretion.
Demonstrated ability to analyze, investigate, problem solve and develop strategic risk management outcomes.
Must be highly proficient with utilizing Microsoft Office Suite, including Excel, Word, PowerPoint and Outlook.
A valid Ontario 'G' driver's license in good standing with a reliable vehicle for business use.
Ability to work outside normal business hours, as required and in accordance with the Collective Agreement.
Knowledge of and demonstrated ability in the City's core as well as relevant departmental functional competencies.

Preferred Qualifications (the ideal candidate)
In a similar role within a municipality.
Preferred demonstrated through work experience underwriting commercial/municipal policies.

Working Conditions
Standard office environment.
Due to the nature of claims, which can include first party claims of City facilities, it is reasonable that on site visits, as required (frequency would be approximately 5% of annual duties), of these sites can expose the incumbent to environmental elements which are adverse in nature and facilities which may be damaged by water, fire or other contaminates.
Additionally, dependent on the circumstances, the incumbent at time may be required to can attend scenes of trauma in the field. i.e. fatalities, catastrophic injuries, post incident.
