Additional Information: This position is posted with the full salary range indicating future potential earnings; however, the actual hiring salary for this position is dependent upon relevant experience and qualifications above minimum requirements and position funding. Therefore, all starting salaries above the midpoint require further review and additional approval.

The City of Flagstaff is seeking a dedicated and detail-oriented Risk Manager to lead our risk management efforts.

About the Role:
As the Risk Manager for the City of Flagstaff, you will play a pivotal role in protecting the City of Flagstaff's assets, employees, and reputation. You'll oversee risk assessments and OSHA site inspections, ensure compliance with applicable laws and regulations, and collaborate with departments to foster a safe and secure work environment. Your will also manage loss control and risk retention programs with an eye on prevention. You may also serve as the City's Americans with Disabilities Act (ADA) Coordinator.   • Council Communications: This job has full responsibility at the section level for Council communication (makes recommendations and presentations, writes staff summaries, ensures Performance Measures are met, and balances needs with Council's adopted priorities and direction).
  • Reporting: This job has full responsibility for reporting to Federal/State/Local agencies at the section level (ensures reporting requirements are met, trains others on reporting requirements and methods, and addresses discrepancies in reporting).

EXAMPLES OF THE WORK PERFORMED (ILLUSTRATIVE ONLY)
  • Provides excellent customer service to both internal and external customers.
  • Manages the planning, development, implementation, administration, and coordination of the City's Risk Management programs; monitors and interprets changes in laws and regulations and makes recommendations to ensure City programs remain compliant.
  • Plans, prioritizes, assigns, supervises, and reviews the work of any assigned staff; provides direction regarding work assignments and projects; and evaluates performance.
  • Fosters the development of a culture of Risk Management where employees are empowered to make decisions at every level.
  • Performs site inspections for OSHA compliance and hazard assessment. Analyzes claims and trends in order to assess needs for OSHA mandated training, develop programs, and deliver to employees.
  • Mentors and coaches on safety related topics including the development of Job Hazard Analysis and Standard Operating Procedures.
  • Negotiates and may make settlements with claimants or advise legal counsel and Human Resources & Risk Management Director including valuing claims and setting reserves for expected expenditures.
  • Reviews indemnification language for certificates of insurance (COI) and performance to ensure compliance with Risk Management and City of Flagstaff expectations and favorable terms.
  • Establishes and maintains committees, informal groups, and communication strategies to meet the strategic goals of the Human Resources & Risk Management section and the City.
  • Confers with staff and citizens to address a variety of liability, safety, training, insurance, risk and injury issues while identifying the law, regulation or policy required to meet the standard and mediates situations to prevent escalation of issue into unnecessary claim or suit against the City.
  • As City's ADA Coordinator, responsible for compliance to regulations. Receives and manages inquiries and grievances from the public concerning disability rights. Files necessary reports and provides consultative services to City departments and agencies.
  • Bids, procures and manages the City's insurance program including workman's comp and property & casualty. Reviews property, equipment and facilities as well as costs and coverage.
  • Organizes and implements loss control, loss prevention programs, and risk retention programs to prevent serious impact on the City's financial structure. Coordinates and manages loss recovery through subrogation and restitution efforts.
  • Administers internal accident review board to review accident types, root causes and remedies.
  • Maintains close working relationship with the City Attorney's office on liability issues, contracts, and judicial pronouncements affecting risk management activities.
  • Participates in professional group meetings and stays abreast of new trends and innovations in risk management and insurance fields.
  • Works closely with AMRRP insurance pool and claims adjusters and specialist concerning claims; manages and monitors subrogation and restitution, through tracking, mediation and collections.
  • Performs related duties, as assigned.

Qualifications
MINIMUM REQUIREMENTS
  • Bachelor's Degree in Risk Management and Insurance, Business Administration or a related field.
  • Five years of responsible managerial and administrative experience in risk management.
  • Three years of supervisory experience.
  • Certified as an Associate in Risk Management or must obtain within two (2) years of employment.
  • Or any combination of education, experience, and training equivalent to the above Minimum Requirements.
  • Obtain relevant OSHA training for the position.


DESIRED EXPERIENCE AND TRAINING
  • Certified Risk Manager (CRM), experience in claims management, public risk management experience preferred.
  • Three years of experience with OSHA compliance.
  • Three years of experience in claims handling.
  • Three years of experience in Workers' Compensation.
  • Three years of experience in contract indemnity language and insurance requirements/review.
  • Licensed Arizona Risk Management Consultant.


OTHER REQUIREMENTS
  • Must possess, or obtain upon employment, a valid Arizona driver's license.
  • Regular attendance is an essential function of this job to ensure continuity.
  • Weekend, evening, and holiday work may be required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES (ILLUSTRATIVE ONLY)
  • Considerable knowledge of the principles and practices of the insurance industry including property, casualty, public liability, workers compensation lines of coverage, risk financing techniques, insurance policy procurement and negotiating skills.
  • Considerable knowledge of Arizona laws relating to public liability management.
  • Considerable knowledge administering OSHA, ADOSH, DOT and other local, state, and federal regulations and related safety standards.
