General Statement or Primary Purpose
Under limited supervision, performs advanced professional work in developing and administering the County's risk management and safety program. An employee in this class is responsible for analyzing the operations and activities, interpreting and applying policy to identify, evaluate, control and fund the County's potential accidental losses as associated with the risk management program. The employee is assigned administrative work associated with specific insurance and/or risk control projects. The employee may also initiate projects in consultation with supervisor based on observations and/or identified during an analysis, research, discussion, or from knowledge received in subject literature. Initiative and independent judgment are required as are tact and courtesy in communication with employees, supervisors, management and outside agencies. Reports to the County Attorney.
Duties and Responsibilities or Knowledge, Skills, Abilities
Serves as the County's risk manager with responsibility for maintaining property, fire, auto, general liability, professional liability, and workers' compensation excess insurance, including procuring coverage for existing and new assets, reducing risks when possible, ensuring coverage at competitive rates and at acceptable standards; and coordinating claims administration. Also responsible for coordinating and procuring Third Party Administrator (TPA) contract(s) for self-funded coverages.
May serve as County's administrative representative in legal proceedings with insurance company attorneys, investigators, paralegals, mediators, and other related insurance legal support staff. Serves as County's representative to insurance adjustors for losses. These contacts include adjustors for auto coverage, building and personal property coverage, professional liability coverage, and workers' compensation coverage. The contact types include not only adjustors, but attorneys, crime investigators including Major Case investigators when losses are high. Pursues financial remuneration for the County from other at-fault insurance companies when another party or parties is/are responsible for damage to County property.
Develops a comprehensive plan to identify categories or areas of potential loss; analyze each category in terms of frequency and severity to accurately measure the financial liabilities; develops strategies to eliminate or reduce risks where possible; prepares recommendations to realistically fund for loss situations when they occur, including stop loss thresholds to prevent the financial impact of catastrophic loss when such loss is beyond the County's risk tolerance.
Conducts research and analyzes data to determine the County's risk and potential loss associated with various activities, including special activities such as events, ceremonies, new initiatives such as an out-sourced service vendor, consultation on contractual language and obligations, etc.
Keeps abreast of new developments or trends in the insurance industry as well as keeps abreast of changing laws, new legislation, new regulations, etc. such as those issued by the Federal Government or State Government, OSHA, EPA, or equivalents. Monitors county compliance with statutory and regulatory requirements including HIPAA, Identity Theft Protection Act, and similar laws and rules. In
consultation with the Legal Department, keeps abreast of local legal environment relative to lawsuits that may be brought against the County.
Provides a resource to County on new or changing activities such as the addition of new departments or functions (i.e., PATS System ). Such new programs or changes in existing programs may require specific
policies/procedures be established, funding agency directives addressed, etc. in order to maintain funding levels or meet laws, regulations, directives, etc.
Prepares administrative policies and procedures relating to risk reduction and funding.
Gathers and analyzes information, and makes recommendations for purchase of self-fund coverages, such as property, casualty, health, and worker's compensation insurance. Keeps abreast of changes to new and existing insurance coverage and changes in cost.
Coordinates efforts countywide and departmental projects in an effort to reduce or eliminate risks related to security, work place safety, safety training, property conservation, environmental protection and emergency preparedness.
Maintains records of claims and experience relating to risk management activities.
Conducts spot-checks and formalized inspections of job sites, personnel, building facilities, equipment, and vehicles, for compliance with safety laws, rules, and regulations; makes recommendations to correct unsafe conditions.
Receives and investigates reports and complaints concerning safety and health. Prepares and maintains records and reports of inspections and investigations.
Investigates accidents to find root cause. Identify sentinel events for addressing any policy and/or procedure changes. Sentinel events are usually major losses or "near misses" that could have had a large impact financially on the County or impacted the County's reputation.
Serves as a non-voting member of County Safety Committee. Provides research, background, samples to the Safety Committee and drafts policies/procedures for consideration of Safety Committee.
Serves on the County's Health Insurance Steering Committee (HISC) developing health management initiatives, providing supporting data, research, and assisting with coordination of activities.
ADDITIONAL JOB FUNCTIONS
Serves as ADA Advisor/Coordinator for public services. Advises on process and reviews grievances of ADA or complaints received from public on ADA issues as they relate to County functions.
Performs other related work as required.
Minimum Education and Experience
Bachelor's degree in risk management, Business Administration, Public Administration, Insurance, Safety Management, or related field and 3 years of responsible experience in loss control, safety management, or insurance administration, principles of litigation, claims administration, or related field; or an equivalent combination of education and experience.
Special Requirements
Prefer candidates with a NC Property & Liability Insurance Agents License as well as the ARM (Associate in Risk Management) and ARM-P (Associate in Risk Management for Public Entities). Requires a valid NC Driver's License and a good driving record.
