Job Duties and Responsibilities:
The duties listed below are intended only as illustrations of the various types of work that may be performed.
- Develops and executes work procedures, interprets specifications, and coordinates various phases of maintenance to prevent delays and minimize traffic concerns
- Manages and directs work assignments of technical professionals and external consultants
- Supervises and monitors quality control efforts of work in progress to ensure that workmanship conforms to specifications and adheres to maintenance schedules
- Prepares or reviews progress reports, materials used and costs, and adjusts work schedules as indicated by field reports
- Provides technical expertise in researching, developing, redesigning, monitoring and implementing various plans, designs and projects
- Interacts with constituents relating to repair and maintenance within the precinct
- Manages requests for services and establishes performance standards
- Coordinates and provides technical review of database and asset management systems
- Interfaces with various county departments to achieve Precinct goals and objectives
- Maintains constant communication with Precinct 4's Community Assistance Department and Director of Road and Bridge to assist in addressing and dealing with constituent concerns as they relate to R&B
- Manages subordinate supervisors who in return supervise approximately 150 employees in three Service Centers within the R&B Department
- Manages major departmental function. Establishes goals and evaluates division, develops and evaluates performance, develops and manages budget
- Assists in all phases of the hiring process including screening, interviewing, and hiring
- Directs employees in the daily planning, assigning, and general direction of work and projects
- Assists with the completion of employee performance reviews including disciplining employees as needed
- Addresses internal complaints and resolves problems
- Assists in budget preparation and monitoring expenditure of funds throughout fiscal year
- Assists in leading emergency response and recovery efforts for Precinct 4 Infrastructure and responds to major events and/or natural disasters
- On call 24/7 as required by the Director of Road and Bridge
- Assist the Director of Road and Bridge as needed in any additional tasks
- Step up in the role of Director of Road and Bridge in their absence

Requirements
Education:
- Bachelor of Science in Civil Engineering or related field from an ABET accredited college or university
Experience:
- Eight (8) years of active practice in engineering work after graduation from an approved curriculum in engineering
- Four (4) of the years as a licensed Professional Engineer (PE)
Licensure:
- Professional Engineer (PE) licensure in the state of Texas
- Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions.
- Ability to deal with problems involving a few concrete variables in standardized situations.

Position Type, Salary and Typical Hours of Work:
- Regular | Full-time (40 hours per week), Monday through Friday, 8:00 AM to 5:00 PM.
- Hours may vary based on business needs, including attendance at public meetings and other industry events outside of normal working hours.
- Additional hours may be requested during emergency events, including providing coverage on a twelve (12) hour on-call shift basis.
