About This Position:

Assists in the direction and management of the statewide Property Management and Disposal Program and is responsible for overseeing the disposal of excess right of way, disposal of property owned by DOTD other than right of way, handling of land leases, mineral leases and Special Use Permits, along with the transfer of existing right of way between other public entities. Lead worker over a team of Right of Way Agents 1-4. Statewide travel may be required. While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service Laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Seven years of experience in property rights acquisition, real estate acquisition, real estate property management, relocation assistance, or real estate appraisal; OR

Six years of full-time experience in any field plus four years of experience in property rights acquisition, real estate acquisition, real estate property management, relocation assistance, or real estate appraisal; OR

A bachelor's degree plus four years of experience in property rights acquisition, real estate acquisition, real estate property management, relocation assistance, or real estate appraisal; OR

Possession of a current Louisiana Certified General Appraiser license plus one year of experience as a licensed General Appraiser.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Concepts

FUNCTION OF WORK:
To prepare highly complex appraisals for properties affected by transportation projects, as well as to serve as a reviewer of reports completed by other appraisers.

To provide programmatic oversight as the sole specialist of a statewide right of way program.

LEVEL OF WORK:
Advanced

SUPERVISION RECEIVED:
Broad from a Right of Way Supervisor or Right of Way Manager. Alternative reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:
May provide functional supervision over lower-level Right of Way personnel and/or consultant personnel.

LOCATION OF WORK:
Primarily located at the Department of Transportation and Development. Other locations may be approved by SCS.

JOB DISTINCTIONS:
Differs from Right of Way Agent 4 by the presence of statewide responsibility for a Right of Way Program.

Differs from Right of Way Appraiser 4 by the presence of responsibility for appraisals of Special Purpose properties and the review of staff appraisal reports.

Differs from Right of Way Supervisor by the absence of supervisory responsibility.
Examples of Work

80% Property Management and Disposal Activities:

Provides supervision and operational management of all Property Management and Disposal activities. Assists in the direction and management of the statewide Property Management and Disposal Program, under the direction of the Right of Way Manager over Support Services. Lead worker over a team of Right of Way Agents.
1-4. Provides expert assistance and guidance to all persons (Right of Way staff, attorneys, the public, local public agency officials) within and outside the Department concerning the eligibility of certain properties for disposal. Identifies uneconomic property remainders and other potential surplus properties for processing.
Receives, processes and/or assigns statewide inquires made via phone, e-mail, or correspondences from the public, District Administrators, local governing authority of public entities (City, Parish, Police Jury, etc.) or State Agencies in regard to the disposal of property by DOTO. Reviews, researches, analyzes and complies data; reviews and prepares exhibits to aid in the processing of requests made by the public which may include the governor, legislators, individuals, public bodies, or state agencies or as directed by the district to dispose of excess/residual properties no longer needed by the department in accordance with policies set forth by the state and federal Government. Reviews or prepares Acts of Sales, Abandonments, Transfer and Acceptance, Agreements, and other legal documents to provide for the sale, transfer of excess or residual property no longer needed by the Department. Processes payment for recordation of legal documents in the official parish records to complete transfer of title between the department and another person or entity.

Reviews, verifies and tracks, disposal of excess properties on monthly basis, to ensure accurate Legislative Audit reports. Oversees and ensures accurate and timely computer entry of project and parcel status information during the disposal process. Provides expert assistance and guidance to all persons (Right of Way staff, attorneys, the public, local public agency officials) within and outside the Department concerning Property Management and Disposal policies and procedures. Researches DOTD property rights, DOTD right of way information, and other historical correspondence related to the matter of Department-Owned properties. Communicates with Right of Way Administrator, Right of Way Supervisors, Right of Way Managers, Office of the Secretary, DOTD Engineers, Legal Section and other DOTD personnel, and the Federal Highway Administration regarding requests for verification of DOTD property ownership information. Develops, maintains and administers quality controls for all public requests for right of way information. Acts as lead point-of-contact with Legal Section for all Public Records Requests for Right of Way information; researches and/or assigns requests; maintains accurate logs of public records request assignments and year-end summaries of request data. Updates Property Management section of the Department's Right of Way Manual. Maintains Property Management and Disposal records on DOTO electronic systems including PMM. Oversees Public Bid processes for excess properties sold at Public Bid. Maintains statewide monthly notification list of interested bidders. Ensures the DOTO Property Management and Disposal Program complies with all Federal, State, Local and Department of Transportation and Development (DOTO) laws and regulations. Statewide travel may be required. While in office capacity, DOTD
employees must comply with Louisiana Civil Service laws, rules, and regulations, as well as DOTO policies, procedures, manuals, and directives.
15% Training and Mentoring Activities: Mentors and trains persons in Right of Way Agent 1, 2, 3 & 4 positions.
5% Other Duties and Activities: The incumbent may perform additional duties as necessary to ensure the smooth and efficient operation of the Right-of-Way Section and may be required to perform other duties as necessary including but not limited to emergency/disaster support.
