Background Information
The Strategic Technologies, Architecture and Data Services Branch (STADS) mission is to harness the power of emerging technologies, robust data analytics, and innovative architectural strategies to enhance the efficiency, effectiveness, and responsiveness of our OPS-wide and ministries services.
Key strategic pillars include:
Technology Leadership: Identify, assess, and integrate emerging technologies such as AI to drive innovation and improve service delivery. Define and update technology strategies such as the Security Strategy, and the Technology Roadmap.
Data-Driven Decision Making: Leverage data analytics and insights to inform evidence-based decision making, enhancing the effectiveness of our policies and programs including data stewardship and open access to data to increase the transparency of government.
Architectural Governance & Architecture Delivery: Provides strategic support during business program design to align a technology blueprint to overall ministry goals and program outcomes. For each technology product, ensure the robustness, strategy, interoperability, and scalability of our IT solutions by enforcing enterprise architecture best practices.
GovTechON I&IT (Information and Information Technology) Action Plan: Act as a key liaison, lead LTC's active participation in the GovTechON I&IT Technology Foundations Action Plan, contributing to the broader digital transformation of the Ontario Provincial Government.
To achieve this mission, STADS requires a Program Manager/Strategic Advisor to support and coordinate various streams of work and to support strategic technology and data planning and investments across ministry divisions.
Responsibilities/Assignment Deliverables
(1) Manage and coordinate various streams of work.
(2) Ensure strategic technology investments are delivered cost effectively and efficiently, and in compliance with organizations methodologies, standards and frameworks.
(3) Support strategic planning and implementation
The consultant shall perform the following Services and Deliverables:
Schedule, attend and participate in planning and collaboration meetings
Document and follow up on important actions and decisions from meetings
Support the team in the preparation of necessary presentation materials
Support team in ensuring that project deadlines are met
Provide administrative support as needed
Undertake project tasks as required
Maintain artifacts in alignment with the established program management framework and methodologies
Ensuring all documentation is maintained appropriately
Provide support for program governance activities
Co-ordinate and contribute to reporting and briefing materials for various levels of management
Support teams in the identification and management of issues and risks
Support teams in sprint planning and tracking using collaboration management tools
Create and maintain comprehensive supporting documentation as required
Resource may be assigned to additional and/or other projects as required
Skill Set / Experience Required
Experience providing program management support for a large, diverse program with an established
program management framework
Experience with identification of risk events and issues before they occur so that proper mitigation
strategies can be developed
Experience with co-ordinating and contributing to reporting and briefing materials
Experience with creation of diagrams to visualize and specify requirements and/or concepts
Experience with advising on strategic planning best practices and deliverables
Excellent analytical, problem-solving and decision-making skills
Strong interpersonal skills capable of maintaining strong relationships
Strong presentation, verbal and written communication skills
Solid organization and multitasking skills
Ability to pay attention to detail and think ahead
