This key leader will oversee a new division establishing our Directorate's support to the Air Force Materiel Command Integrated Development Office (AFMC/IDO). AFMC/IDO is a new organization in the startup phase, encompassing mission engineering, early systems acquisition, and architecture integration. It is comprised of professionals from each of the six AFMC centers, including the Air Force Research Laboratory. The IDO will work with the Systems Centers and AFRL to ensure continuous pipelines of competitive technology development, and with the Program Executive Officers (PEOs) to structure execution-ready Programs-of-Record for transition to, and management by, the PEOs and Program Offices within the AFMC Systems Centers. The IDO will be responsible for defining and overseeing early systems acquisition prototyping, experimentation, and mission engineering; executing enterprise-focused and integrated early systems engineering and systems acquisition; and applying the technical architectures developed and managed by the three Systems Centers.

In addition to establishing our directorate (RS) and AFRL support to the AFMC/IDO, this new division chief will receive direction from IDO to lead science and technology work and oversee strategic planning, implementation and evaluation of integrated development programs. The incumbent will be a key leader in both AFRL and IDO, directing and coordinating work through subordinate employees across two branches of experienced and cross-functional professionals. Required Qualifications

  • United States Citizenship
  • Must be able to obtain and maintain a Top Secret security clearance
  • Applicants must have at least one (1) year of specialized experience related to the position duties at the DR/DO-03 (GS-14 equivalent) or DR/DO-04 (GS-15 equivalent) for consideration.
  • This is an interdisciplinary position. Applicants must be able to meet the Office of Personnel Management (OPM) Qualification Standards of the occupational series assigned when the position is filled.   • This is a supervisory position. Incumbent may be subject to a supervisory probation period.
  • The incumbent may be subject to random drug testing.
  • PCS may be paid.
  • This position is an Acquisition Professional Development Program (APDP) position requiring Level/Tier 2 (Practitioner) Non-Critical Certification in Engineering and Technical Management or Program Management. Minimum experience requirement for APDP is 4 years, and the selectee will have 60 months to meet APDP requirements or a waiver must be obtained. Applicants must list all completed APDP certifications on their resume.
  • Position is eligible for situational telework.

Desired Qualifications

  • Experience related to, or supporting, organizational development, science and technology, research and development, test and evaluation, and/or program management is highly desired.
  • Demonstrated ability leading or supervising cross-functional, multi-disciplinary teams.
  • Experience distilling strategic and/or leadership guidance into actionable plans in support of program objectives.
  • Excellent written and oral communication skills.
  • Demonstrated ability to lead people, build consensus, and identify and resolve conflicts/problems with the workforce.
  • Ability to motivate, develop, and grow cross-functional teams.
  • An advanced academic degree in an applicable field of study from an accredited academic institution is highly desired.
