Guidelines include the National Electric Code, the National Electric Safety Code, local building codes, and department and city policies and procedures. These guidelines require judgment, selection, and interpretation in application.

This position supervises the maintenance of the SCADA system in order to provide control and automation for the city's water, wastewater, and electrical utilities.
- Coordinates, supervises, and participates in the work of personnel engaged in the installation, operation, maintenance, and repair of electrical, SCADA, and communication systems operated by the water, wastewater, electric, and fiber utilities.
- Tracks and reviews work progress and reports; reports to management.
- Assists with budget development and preparation; monitors budget allocation; reviews and approves expenditures; maintains inventory of supplies and equipment.
- Trains, assigns, directs, supervises, and evaluates personnel.
- Reviews and edits and variety of documents, summaries, and reports.
- Designs, edits, and reviews HMI screens.
- Coordinates and installs network cabling for facility infrastructure upgrades.
- Installs, prepares, and splices fiber optic cable for city infrastructure and internet service providers.
- Responds to after-hours emergencies when on-call.
- Performs related duties.
- Knowledge of SCADA system operations and management principles.
- Knowledge of appropriate programming languages.
- Knowledge of fiber installation and splicing procedures.
- Knowledge of cyber security principles.
- Knowledge of department and city policies and procedures and appropriate federal, state, and local laws and regulations.

COMPLEXITY/SCOPE OF WORK
- The work consists of varied supervisory and electronic systems management functions. The need to simplify complex processes for end-users contributes to the complexity of the position.
- The purpose of this position is to supervise and participate in the installation and maintenance of SCADA and other electrical system. Successful performance provides remote control, automation, and alarming systems for city utilities.

- Contacts are typically with co-workers, representatives of state and federal agencies, vendors, contractors, and the general public.
- Contacts are typically to give or exchange information, resolve problems, motivate persons, and provide services.
PYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, walking, bending or crouching. The employee frequently lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.
- The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee may be exposed to electrical currents, machinery with moving parts, contagious or infectious diseases, or irritating chemicals. Work requires the use of protective devices such as masks, goggles, gloves, etc.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over SCADA Programmer and Electrician (5).
MINIMUM QUALIFICATIONS
- A high school diploma or GED AND eight (8) years of relevant SCADA or closely related experience that includes two (2) years of management and/or supervision OR any equivalent combination of experience and/or education from which comparable knowledge, skills, and abilities have been achieved.
- Ability to obtain Journeyman Electrician license within one (1) of employment. A Wyoming Master Electrician License is desirable.
- May be required to obtain and maintain other licenses and/or certifications required to perform the functions of the position.
- Possession and ability to maintain a valid State of Wyoming Class B Commercial Driver's License.
- May be required to lift and/or carry heavy, bulky supplies, materials, and/or other items weighing up to 40 pounds.
- May be exposed to dangerous machinery, potential physical harm, extreme weather conditions, infectious diseases, high voltage and heights above ground.
- May be required to work outside the traditional work schedule.
- May be subject to call-out and/or call-back.
