Description:

One Federal Solution (OFS) is seeking a motivated and detail-oriented Scientific Program Manager who has experience providing expert scientific advice, guidance and input to scientific and health research programs within NIH. The ideal candidate will bring a combination of scientific research and project management expertise specifically program support, task management, resource planning, and the ability to coordinate, and external support teams at multiple locations. This individual will work closely with various stakeholders to ensure the successful planning, execution, and completion of projects while maintaining a focus on safety, efficiency, and quality standards.

Scientific Program Manager Task and Duties:
  • Develop, plan, and execute multiple programs while managing timelines, budgets, and resources.
  • Oversee the day-to-day operations of labor-intensive projects, ensuring that tasks are completed according to scope, schedule, and quality standards.
  • Create and manage program schedules, track progress, and adjust timelines as needed to meet program objectives.
  • Provide consistent collaboration with cross-functional teams, including laborers, managers, and stakeholders, to ensure successful program delivery.
  • Identify and mitigate risks to program success, including staffing shortages, equipment issues, and unforeseen delays.
  • Supervise and provide oversight of all tasks performed by support laborers
  • Identify resource management issues by being proactive in planning efforts.
  • Ensure that laborers are trained in safety procedures, proper equipment usage, and job site expectations.
  • Responsible for maintaining a thorough understanding of the manual and physical tasks performed by the laborer team, providing leadership and assistance as needed to ensure efficient operations and successful project outcomes.
  • Monitor laborer performance and implement strategies to improve productivity and efficiency.
  • Regularly communicate with executive management, and other stakeholders to support key business initiatives.
  • Bridge gaps in team dynamics, processes, and systems, preventing common project pitfalls.
  • Navigate and resolve ambiguities in business scenarios, applying creative problem-solving skills.
  • Prepare and manage the program budget, ensuring that resources are allocated efficiently.
  • Monitor costs associated with labor, equipment, and materials, making adjustments as necessary to stay within budget.
  • Order and manage the procurement of materials and supplies necessary for program execution.
  • Regularly communicate with executive management, and other stakeholders to support key business initiatives.
  • Bridge gaps in team dynamics, processes, and systems, preventing common project pitfalls.
  • Navigate and resolve ambiguities in business scenarios, applying creative problem-solving skills.
  • Provide regular updates and status reports to upper management regarding program progress, risks, and resource needs.
  • Maintain detailed documentation of program activities, including timelines, budgets, and any changes to scope.
  • Prepare monthly performance reports and analyze outcomes to determine areas for improvement in program activities.
Scientific Program Manager Qualifications and Requirements:
  • Bachelors Degree ideally with a scientific or business concentration (advanced degree preferred)
  • At least 6-8 years of experience in federal government program management
  • Minimum of five years experience in a scientific research environment
  • Experience and knowledge using Microsoft and other computing environmental tools for daily management.
  • Excellent problem-solving skills, ability to prioritize multiple assignments with strict deadlines and ability to coordinate efforts among multiple resources.
  • Demonstrated ability to manage multiple tasks and prioritize effectively.
  • Experienced managing large teams or resources employees and vendors
  • Program Management Professional (PMP) certification preferred with extensive experience in resource management and planning
