Knowesis is currently seeking a Senior Research Analyst to lead our research team to provide analysis and assessment services in support of the Defense Health Board (DHB). The DHB offers independent advice and recommendations on various aspects of Department of Defense (DoD) healthcare mission. This includes policy and program management, health research, disease and injury treatment and prevention, health and wellness promotion within the DoD, and the delivery of efficient, high-quality healthcare services to DoD beneficiaries. The DHB also addresses other health-related matters deemed of special interest by top DoD officials.

To be eligible for this position, candidates must have an existing Public Trust and possess U.S. Citizenship without the need for sponsorship, both now and in the future. Applicants without proof of U.S. Citizenship will not be considered due to the position's security clearance requirements.

The Job Duties and Responsibilities include but are not limited to the following:
  • Lead the development of accurate, evidence-based, complex, peer-review publication- level reports and information papers as required in support of DHB activities as government staff and members research and address a wide variety of issues relevant to military healthcare. These comprehensive products usually take 6 months to 1 year to develop and require high-level conceptual ability and critical thought, expertise in technical and scientific writing, and grammatical accuracy.
  • The Lead must be able to conceptualize the report based on terms of reference, produce initial drafts for Government review, and respond to a dynamic, iterative writing process with members (multiple authors).
  • Conduct and assist government staff and members in executing fact finding, analysis, and research as necessary for Departmental health-related issues brought to the DHB's attention. Assist with identifying and coordinating with subject matter experts (SMEs) within DoD, civilian industry, and academia, and gather accurate and timely information for the DHB on respective taskings.
  • Collaborate effectively in a team setting, respecting diverse backgrounds and viewpoints, to achieve timely completion of preliminary and final reports.
  • Read and participate in briefings as required by government clients to keep current with important health, military, and government topics related to the Military Health System.
  • Conduct literature review and background research. Present findings to government staff, and Board members as indicated.
  • Lead the research team by assigning tasks, reviewing submitted work and providing feedback and effectively managing group productivity and product quality.

Required Qualifications:
  • A minimum of five years of relevant experience in Health Policy Analysis, Health Program Evaluation or Scientific/Clinical Research at a programmatic level.
  • Doctoral-level degree from an accredited university in a health-related field or health program evaluation, as demonstrated by a combination of education, experience, and publications or policy papers as first author/senior author.
  • At least 2 of the 5 years should demonstrate the management of a research team which resulted in a published work (peer reviewed publications, policy).
  • Demonstrated ability to:
    • Synthesize complex issues into clear research questions and articulate their potential impact on the organization;
    • Select and apply appropriate analytical techniques to evaluate the topic and develop actionable recommendations;
  • Ability to manage more than one report simultaneously.
  • Proficiency with MS Word and other publishing software to include the ability to manage a document/manuscript version control through coordination, effectively managing and responding/resolving comments and edits over a panel of contributors and reviewers.
  • Experience in developing and submitting documents in accordance with DoD policy and publication standards.
  • Candidates must submit a writing sample which demonstrates the ability to synthesize an issue, explain the approach and summarize the outcome (i.e. an executive summary or abstract of original work).
