The Scientist/Engineer III (Treaty Team Lead) provides subject matter expert leadership and guidance to the Department of Homeland Security / Science & Technology (DHS S&T) Compliance Assurance Program Office (CAPO).
Duties & Responsibilities:
- Provide support to the Government in developing or revising DHS directives, instructions, policies, procedures, guidance, and other information to ensure treaty compliance for activities conducted, sponsored, or funded by DHS.
- Provide Support for the identification of DHS activities relevant to compliance review and assistance in acquiring appropriate project documentation.
- Provide Systematic assessment of the compliance of every relevant project and/or program with the provisions of U.S. arms control treaties, agreements, and policies, in particular the Biological Weapons Convention and the Chemical Weapons Convention.
- Provide Support for the Compliance Review Group (CRG) and DHS senior leadership review of activities that could reasonably raise concerns.
- Provide Support and keep updated the DHS treaty compliance database.
- Provide Support on outreach program to sensitize program managers and researchers to DHS compliance requirements.
- Provide DHS and/or interagency policy support related to arms control issues, questions, on-going negotiations, etc.
- Subject Matter Expert identified as recognized Industry leader in the task area.
- Subject Matter Expert able to perform the following kinds of functions: Initiates, supervises, and/or develops requirements from a project's inception to conclusion for complex to extremely complex programs.
- Provide strategic advice, technical guidance and expertise to program and project staff
- Provide detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues.
- Consult with client to define need or problem; supervise studies and lead surveys to collect and analyze data to provide advice and recommend solutions.
- The Treaty Team Lead shall demonstrate knowledge in life sciences, biodefense, chemistry, nonproliferation, or related subject areas.
- The Treaty Team Lead should have a strong working knowledge of or experience with the Biological Weapons Convention and/or Chemical Weapons Convention.
- The Treaty Team Lead should have experience writing for both technical and non-technical audiences.
- PhD in Life Sciences, Biosafety, Biodefense, Nonproliferation, or related subject area
