A. Qualifications
Hold and maintain a valid West Virginia Professional Administrative Certificate.
Minimum of three years teaching experience.
Minimum of (2) two years experience as a school principal or county level administrator preferred.
Shall possess and exhibit recognizable leadership qualities as can be measured by the formal instruments constructed to evaluate Secondary school principals annually, or more often at the discretion of the county superintendent.
Experience with discipline procedures and positive behavior support systems as an intervention practice with Secondary students.
Demonstrate effective communication and computer skills.
Demonstrate high ethical, moral, and professional standards.
Strong background in curriculum/instruction and student discipline.
Knowledgeable in county, State, and Federal policies and programs.

C. Functions and Duties

1. Supervise the school's total education program including the administration of comprehensive modern career and technical education programs.

2. Develop and maintain close working relationships with community and state agencies, area businesses, industries, and labor organizations in order to provide training consistent with the needs though the career and technical education program offering.

3. Supervise and evaluate the instructional program and makes needed improvement in curriculum based upon data and data analysis.

4. Plan, adjust, and implement career and technical education offerings and submit annual plan to the WVDE meeting the prescribed requirements for programmatic offering and funding allocations that meet the changing job trends and needs as determined by the current need's assessments.

5. Annually arrange the Master Schedule to meet requirements of state and county policies.

6. Responsible for assignment of personnel in the school and related activities.

7. Monitor and provide for supervision of all co-curricular and extra-curricular activities in the school.

8. Evaluate and counsel all staff members, including professional, service, extra duty, and substitutes, regarding their individual performances as outlined by the Lincoln County Evaluation Policy and Policy 5310.

9. Provide effective leadership that creates a positive climate for teaching and learning.

10. Interpret and communicate, to the public, the various educational programmatic offerings; general education as well as career and technical education.

11. Based on the results of Formal evaluations, recommend to the superintendent the rehiring or non-renewal of all employees supervised.

12. Assist in the recruitment, selection, orientation, and retention of qualified personnel to meet staffing needs.

13. Keep all staff members informed of policy changes, new programs, and staff development activities.

14. Maintain a high standard of student conduct and enforce discipline as necessary, according to due process, state law and student rights.

15. Implement the state and county testing program in accordance with state and county policies.

16. Coordinate special programs and services for the students within their school. Attends and Chairs SAT/504 meetings and IEP committee meetings. Responsible for coordinating ancillary services necessary for the operation of the school, including, but not limited to, budgeting, transportation, support services including child nutrition and custodial services, pupil services, health and social services, federal programs, special education, common planning, knowledge of best practices relative to curriculum & instruction and school improvement, technology integration, and ADA compliance.

17. Be familiar with the Lincoln County Principal's Monthly Checklist and work cooperatively with the superintendent and his/her designee in carrying out all school policies.

18. Responsible for preparing accurate monthly and annual State and county reports.

19. Control all inventories, requisitions, distributions, and accounting for all supplies, textbooks, and equipment.

20. Coordinate and supervise the school budgeting process and maintain accurate financial records including the development of career and technical education budgets and funding allocations.

21. Develop an annual career and technical education plan to be submitted to the West Virginia Department of Education meeting the prescribed requirements for programmatic offering and funding allocations.

22. Work with all instructional and support staff in developing and implementing plans for the inclusion of special needs students.

23. Supervise the maintenance of the building to provide a safe and healthy environment.

24. Attend all workshops and meeting that the superintendent may deem necessary to enhance the employee and his/her professional growth.

25. Responsible for organizing, reporting, and maintaining functional Faculty Senates, Curriculum Team, School Support Team, and Local School Improvement Councils.

26. Responsible for arranging for substitute personnel and providing appropriate orientation and evaluation of their performance.

27. Be punctual and present before students arrive until all students return home.

28. Provide equitable distribution of duties between the school administrative team and perform any other duties as may be assigned by the Superintendent of Schools or his/her designee.

Terms of Employment
240 days
Salary based on experience and education level per county BOE salary schedule and county supplement plus competitive benefits package equal to approximately 35% direct compensation . See LCS Salary Schedule #17.
Performance Evaluation will follow West Virginia State Board Policy 5310 on a formal basis annually or more often at the discretion of the county superintendent
