General Description
The City of Madison's Community Development Authority (CDA) is looking to hire a Section 8 Supervisor

The Section 8 Supervisor serves as a primary resource within the CDA's mission with responsibility for efficient and effective supervision of the Section 8 Housing Assistance staff and Section 8 Program implementation performing responsible administrative and supervisory work operation of federally funded Community Development Authority Housing Assistance programs and functions, including the following:
  • Housing Choice Voucher (HCV), better known as the Section 8 Program,
  • Emergency Housing Voucher (EHV) Program
  • Family Unification Program (FUP)
  • Veterans Affairs Supportive Housing (VASH) Program
  • Mainstream Voucher Program
  • Section 8 Homeownership Program
  • Project Based Voucher (PBV) Program
  • Family Self-Sufficiency (FSS) Program

This work is characterized by judgment, discretion, and initiative in planning, coordinating, supervising, and performing program activities consistent with federal Housing and Urban Development (HUD) requirements, and departmental policies and procedures. This position supervises, assigns work, trains new staff, responds to complaints, assists with difficult clients and coordinates with the Admissions and Eligibility Supervisor. The work is performed under the general supervision of the Client Services Manager who reviews the work primarily for compliance with stated programmatic objectives, policies, and procedures.

    Examples of Duties and Responsibilities
    Program Implementation/Caseload Work
    • Supervise and/or coordinate the processing of program certifications and re-certifications, to include: calculating allowances in accordance with federal regulations; coordinating tenant interviews and unit inspections; ensuring that applicants/current tenants meet and continue to meet program regulations; and processing transfers or terminations from the program. Conduct and/or coordinate explanation meetings and informal hearings as necessary.
    • Manage personnel resources to successfully administer all program components. Oversee and monitor inspections as required by HUD regulations to ensure code and contract compliance.
    • Oversee and/or conduct individual/group briefing sessions and the interviewing of program applicants and participants to determine their qualification based on HUD guidelines. Coordinate and/or develop the documentation necessary to support decisions.
    • Respond to Section 8 complaints, meets with clients as needed, and assists with difficult clients
    • Coordinate program workflow and staffing as necessary with the Admissions and Eligibility Supervisor.
    • Implement a collection process aimed at minimizing the negative budgetary and program integrity impacts of fraud and delinquencies.
    • Audit files for compliance with program regulations to prepare for audits by City and HUD auditors.
    • Share pertinent information and program updates with staff and answer questions and/or research answers to complex or unusual Section 8 questions. Monitor activities and take action to maximize staff efficiency.
    • Work with CDA Client Services Manager to stay informed of the new developments relative to the housing assistance programs, review changes, and develop strategies for implementation and consistent treatment of clients.
    • Assist in conducting semi-monthly processing of payments to owners/landlords.
    Staff Supervision and Support
    • Supervise and/or coordinate the activities of the Section 8 Housing Assistance staff including Housing Specialists (caseworkers), Housing Quality Standards (HQS) Inspectors, a Housing Assistance Outreach Coordinator, and an Information Clerk.
    • Ensure skill sets are well-defined, measured, and monitored. Develop and implement training and action plans to ensure the knowledge and skills necessary to meet program objectives. Address staff development needs and ensure the implementation of training plans to address deficiencies.
    • Monitor and evaluate work performance for agency goals including customer service standards and take necessary action to ensure the work of staff meets standards of quantity and quality.
    • Recruit and hire employees to ensure adequate staffing in compliance with City of Madison civil service system and hiring processes, and equitable hiring practices. Maintain related records. Participate in new employee onboarding and disciplinary actions as needed.

    Minimum Qualifications

    • Three (3) years of responsible related professional, paraprofessional, and/or property management experience, including at least one (1) year of which focused on the interpretation of related federal program requirements and one (1) year of which included lead work, project/program leadership/coordination/management, or supervisory experience.
    • Bachelor's Degree in Business, Public Administration or a related area.

    OR
    • Five (5) years of responsible related professional, paraprofessional, and/or property management experience, including at least one (1) year of which focused on the interpretation of related federal program requirements and one (1) year of which included lead work, project/program leadership/coordination/management, or supervisory experience.
    • Associate's Degree in Business, Public Administration or a related area.

    If an applicant does not possess the specific requirements outlined above, HR will review the application materials to determine if the applicant possesses the following equivalent experience:
    Four (4) years of experience in applying the following:
    • Directly related federal housing program principles, practices, terms, and criteria.
    • Standard business, public administration, and office management practices and principles, including those relating to federally regulated financial assistance programs.
    • Computer software applicable to the duties of the position, including Microsoft Word and Excel and the internet.

    Two (2) years of experience in applying the following:
    • Full range of supervisory principles and practices, including labor relations and human resource management.

    Familiarity with the following:
    • Property management and real estate practices as they relate to multi-family housing.
    • Basic marketing practices and techniques.
    • General building inspection procedures.

    Physical Requirements:

    Generally, work is performed in a traditional office setting. Additionally, the employee may need meet with clients in person. The employee may be expected to attend meetings outside the normal work schedule, including evenings and weekends.

    Vacation is earned upon starting employment and can be used after completion of probation. The general vacation schedule is below.

    Employees earn 3.5 personal days in addition to vacation.
