Headquarters Allied Joint Force Command Norfolk (JFCNF) provides a resilient, static Joint headquarters to plan, prepare and conduct operations across all domains in peacetime, crisis and conflict, in order to support NATO's three core tasks, at the Joint Operational level, as directed by SACEUR.
The Support Directorate is responsible for planning, directing, monitoring, assessing and coordinating Support staff functions. It assists and provides advises on policy matters and in the execution of all support activities, including provision of regional focus. Directs and oversees all J1, J4, J6 activities.
As an integral part of the development of Joint Force Command Norfolk, the Programme Management Office for JFCNF 2.0 provides:
The incumbent main responsibility is associated with the wider processes of identifying and planning through Performance Management, gaps/shortfall and Risk Management.

Personal Attributes: The incumbent must be articulate and persuasive individual possessing tact and diplomacy. He/she must have a proven ability to work with no supervision and the ability to spontaneously identify program managing issues in complex and/or technical situations. Incumbent is expected to be a proactive self-starter. He/she is expected to possess keen perception and apply sound and flexible judgment, which must take due account of political, physical realities as well as standards and regulations. The incumbent is expected to carry out tasks with, when necessary, creativity and originality in the numerous instances when precedents are unavailable or inappropriate. Incumbent must be able to deal with issues spanning a broad spectrum, not always Infrastructure related and treat matters with vision and confidentiality. The incumbent may be required to work outside normal office hours.
Professional Contacts: Must be able to liaise effectively both within and outside the HQ with international military and civilian personnel up to the OF-8 level. Outside contact include senior officials in NATO HQ, SHAPE, ACT, NATO agencies and HN (USA) Project Management Team, providing the interface to NATO Office of Security.
Contribution To Objectives: This post enables the timely and effective planning, implementation and maintenance of security elements of the JFCNF Command and Control Facilities to deliver a headquarter facility that meets the current and future security situation..
Security Clearance
The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.
Contract
Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three-year definite duration contract.

- a holistic, cross-functional, objective analysis and advisory capacity for the delivery of JFCNF 2.0 across the HQ, IAW MC direction and aligned to AAP-16(E) Procedures:
- a HQ-wide strategic organisational change management capability for the delivery of JFCNF 2.0.
- a common Project and Programme Management capability within ACO based on proven project and programme management principles and techniques.
The incumbent main responsibility is associated with the wider processes of identifying and planning through Performance Management, gaps/shortfall and Risk Management.
Principal Duties :
- As Security Subject Matter Expert, coordinates all security disciplines (including Force Protection, Personnel, Information, CIS, Cyber,
- Industrial, Physical) highlighting inter- dependencies of the various disciplines across all functional areas of the future military strategic HQ.
- Coordinates all security requirements, with support of ad hoc specific SMEs as required, and turns them into user requirements and acceptance criteria that can be converted into engineering products.
- Provide specialist security advice and guidance on the development of the Operational Justification, for all inputs that JFCNF has to take into account regarding security.
- Evaluate, monitor and guides all operational impacts on configuration changes.
- Deliver security requirements for the new facility during the phases of construction, transition to new facility and post-construction.
- Is responsible for the oversight and integration of any JFCNF Security Programme.
- Ensures coordination within the Security Community.
- Provides input to regular and ad-hoc reports.
- Supports as required Programme Management Office Lead JFCNF HQ and higher HQ B2C2 events.
- Delegated decision authority within limited scope of security related topics.
- Develop and Establish the ACO system of Internal Control inside JFCNF during the process of JFCNF 2.0.
- Initiate and ensure continuous co-ordination with JFCNF FINCON on all financially related organizational change matters.
Essential Qualifications / Experience:
- University Degree in management information systems, accounting, economics, finance, business administration, public administration, operations research, project management or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
- Four years' experience with Security-related Matters and Risk Management practices and their application to program/project management.
- Four years' practical experience identifying and implementing requirements for enterprise-wide systems related to security, safety, and operating processes and procedures. Demonstrated proven capability to participate efficiently in an ongoing large scale infrastructure project within an international HQ environment.
- Two years' experience of managing projects concerned with the conduct of studies that address the impact of military capability change.

- Experience of developing, planning and implementing significant organizational change in large multi-national organization.
