The opportunity

This is a full-time permanent position working 75 hours bi-weekly.

A hiring preference will apply for qualified candidates of Canadian Indigenous ancestry, with a priority for qualified Yukon First Nation candidates.

Reporting to the Director, First Nations and Community Partnerships, this position is responsible for leading Yukon Housing Corporation (YHC) partnership initiatives with NGOs, private developers and First Nations related to the negotiation and administration of housing agreements and developments including major capital project delivery and long-term lease agreements. In support of complex multi-party negotiations, the position will develop the strategic approach and mandates for negotiations and agreements with a host of local and federal partners. The position will support any necessary program development related to negotiated agreements, including cabinet submissions, briefings, etc. A key function of this role will be to build and maintain strong relationships with a diverse range of current and prospective community housing partners (e.g. First Nations governments, local and federal government, development corporations, NGOs and community organizations).

Essential Qualifications

  • Degree in Public Administration, Business Administration, Political Science, Intergovernmental Relations, Law or a related field
  • Demonstrated experience with stakeholder negotiations on intergovernmental and interdepartmental working groups and at a Federal, Territorial, First Nation or Municipal level
  • Demonstrated experience with stakeholder engagement and relationship building
  • Experience working directly with or for First Nation governments
  • Experience developing and analyzing proposals and options, leading briefings for senior decision makers, preparing responses and presenting findings in a government setting

Candidates who have education, training and/or experience equivalent to the essential qualifications listed above will be equally considered.

Desired Knowledge, Skills and Suitability
Excellent interpersonal, communication (written/oral), organizational and analytical skills
Experience working in politically and culturally sensitive environments
Ability to work collaboratively with a broad range of internal and external partners and clients
Capacity to formulate strategies, provide analysis and identify implications of proposals brought forward by community partners, industry and First Nations
Experience representing your department's positions on various inter-governmental and inter-departmental working groups.
Ability to prioritize and quickly adapt to change
Effective problem solving and decision-making skills
