SALARY: The salary range for this position is $110,781.43 to $169,790.26. For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater.

The NJ Courts ITO Data & Analytics group plays a pivotal role in transforming the Judiciary into a data-driven organization. As Artificial Intelligence (AI) becomes an increasingly powerful tool to support the mission of the New Jersey Courts, strong leadership is essential to envision, strategize, and govern AI solutions that are both reliable and impactful. These transformative technologies will shape the next decade, ensuring that the courts remain a model of justice by embracing innovation and forward-thinking strategies.
This role demands a strategic vision that combines innovative thinking with practical oversight to build a sustainable AI and Data ecosystem within the Judiciary. Achieving AI maturity relies heavily on robust data architecture, clear definitions of data products, and deep involvement with business units, empowering the organization to use AI and data for improved decision-making and operational efficiency.
REMOTE WORK: The Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 3 days of remote work outside of Judiciary buildings. To participate in this program, in addition to installing a multifactor authentication app on your phone or tablet, you will be required to have high speed home internet access.
Example of Duties

  • Defining a Comprehensive AI Strategy- Develop a long-term AI strategy that aligns with the Judiciary's mission and priorities, ensuring that AI solutions are sustainable, ethical, and effective resulting in measurable value.

  • Implementing Data Analytics Use Cases - Lead and Implement high-impact Data Analytic initiatives and Data Products through modernistic data preparation, processing, and analysis. Work closely with business units to gather requirements and establish an agile feedback loop that allows the data pipeline to adapt to business changes and new opportunities.

  • Implement Legacy Batch Conversion - NJ Courts relies heavily on their Legacy Batch Programs and Reporting for their day-to-day Operational needs, Case monitoring, and Notifications. The batch programs are more than 30 years old, adding to our technical debt and it can no longer support data insights and business reporting enhancements. This Senior Manager will be responsible for applying modernistic data transformation designs and leverage AI to converting the Batch programs to the established Data warehouse and reporting architecture.

  • Implementing Actionable AI/ML Use Cases - The responsibilities involve the identification and execution of high-impact artificial intelligence and machine learning use cases aimed at transforming business operations. Key initiatives include the enhancement of customer service through AI-driven chatbots, the automation of business processes to enhance efficiency, the provision of predictive insights to facilitate informed decision-making, and the enhancement of judiciary website functionalities. Moreover, the role entails the incorporation of AI into legacy system modernization, covering business rule extraction, development of new applications-including code generation, user story development, and automation of testing. A significant focus is also placed on the development of Agentic AI solutions to support non-deterministic decision-making and to enable intelligent automation of court processes and workflows.

  • Data Custodianship and AI Governance - Collaborate with stakeholders to establish data stewardship processes that ensure data is accurate, insightful, explainable and ready for AI-driven analysis. Integrate data governance mechanisms ensuring data quality, compliance in making Judiciary's data AI-ready.

  • Modernizing Data Architecture & Pipelines - Implement and oversee enterprise data architecture, ensuring the end-to-end data pipeline supports the entire data lifecycle. Drive the evolution of data pipelines to enhance flexibility, scalability, and responsiveness to organizational needs. Incorporate AI/ML models, real-time data streams, and cloud-based technologies to modernize the Judiciary's data infrastructure.

  • Establishing AI Governance and Continuous Monitoring - Design and implement an AI governance framework that ensures AI applications adhere to legal, ethical, and privacy standards. Develop mechanisms for transparency, accountability, and continuous improvement, including bias audits, performance monitoring, and ongoing model training.

  • Championing AI Adoption and Literacy - Ensure that AI systems deliver their expected benefits while adhering to governance policies. Foster AI literacy across the organization by spearheading educational initiatives, including on-demand training videos, gamified learning, and roadshows to promote success stories.

  • Thought Leadership and External Engagement - Represent the Judiciary externally at conferences, through whitepapers, podcasts, and other platforms. Stay ahead of AI and data trends to drive the adoption of technologies and methodologies that improve operations.

  • Center of Excellence for AI and Data Solutions - Establish Center of Excellence (CoE) for AI and Data Solutions, overseeing the execution of AI initiatives, data architecture, and custodianship. The CoE should define key performance indicators (KPIs) to evaluate the impact of AI and data solutions on business outcomes, including decision-making, efficiency, cost reduction, user satisfaction, and data governance.

In essence, the Senior AI Manager will play a key role in advancing the capabilities of the New Jersey Courts by deploying AI and data solutions that uphold the Judiciary's mission, offering a sustainable, ethical, and forward-thinking framework of justice for the future. Our Data & AI ecosystem includes Azure Open AI Architecture, AWS Cloud Datalake, Redshift, IBM Datastage, MDM, DB2, Tableau, WebFocus etc.

Regular and predictable physical presence at the worksite is an essential function of this position.
Qualifications
Graduation from an accredited college or university with a bachelor's degree and seven years of managerial experience, which shall have included responsibility for the management of budgets and administrative operations; development and implementation of programs, policies and procedures; and responsibility for reviewing, prioritizing, and assessing information technology initiatives, projects, and staff; developing, implementing, and supporting complex systems, database, network, and applications environments; aligning technology strategies with business objectives; optimizing use of Information Technology resources including developing budgets and controlling costs; and/or defining applications development methodologies and four years of supervision of professional staff.

Substitution: Applicants who do not possess the required education may substitute additional professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits. An associate's degree and two years of additional professional experience may be substituted for the required bachelor's degree. A master's degree may be substituted for one year of experience as indicated above -OR- a law degree may be substituted for two years of experience as indicated above.

Driver's License: Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position.

Authorization to Work: US citizenship is not required. Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.

Residency Law: In accordance with N.J.S.A. 52:14-7 (L. 2011, Chapter 70), the "New Jersey First Act," all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey. Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need.
