Job Description:
HITACHI RAIL is looking for an enthusiastic self-motivated Senior Bid Manager - Operations Services & Maintenance who thrives in a fast-paced environment. The successful candidate is comfortable performing a wide range of tasks from administrative to strategic. The position is based in Pittsburgh, PA.
Accountabilities:
Ensure the preparation of bids in compliance with Bidding process and Bid Schedules
Overall coordination of the bid team
Support Sales Manager in liaising with Partners in case an offer is submitted as Consortium, JV or similar
Ensure the alignment with Sales targets and the implementation of Company policies / guidelines for the definition and preparation of all financial/ economic reports for proper governance assessment of the assigned bids
Ensure the implementation of the assigned bid strategy.
Ensure all bidding risks are identified and consolidated according to the Company risk management procedure
Ensure the successful submission of all bid deliverables (both technical and economic)
Support the Sales Manager in the definition of the guidelines of the Bid Preparation strategy (strategic goals, relationships with the Client and the Partners, Target price)
In case of award of the bid and contract signature, ensure the complete handover to the Project Manager of all bid relevant data (contractual data, technical requirements, economics evaluations ...).
Ensure providing the Project Manager with the validated whole life costs estimation, assumptions, revenues, margins (including EVA) risks, contingencies and work schedule
Perform OS&M bid requirements analysis and allocation
Collect and consolidate input for cost estimation from staff functions
Required Skills/Knowledge:
Proven experience in Operation and Maintenance environment
Experience in management of cost models
Confidence in Economic principles/bidding process such as requirements management, cost estimation, technical coordination, financial basics.
Proven experience in coordination of complex bids
Knowledge of Rail environment : knowledge of different technologies/subsystems characterizing rail environment, usual stakeholders and relevant role
Desired Skills/ Knowledge:
Previous experience in Operation and Maintenance (involvement into mobilization process and or O&M operations/engineering activities)
Previous experience in Rail projects/bids is highly desired
Skills in cost modelling
Education:
Bachelor of Engineering or Bachelor of Science or equivalent
Languages: English Proficiency
Proficient in English both written and verbal
