CorporateSecretariat Vice Presidency (SECVP)

The Corporate Secretariat Vice Presidency (SECVP) of the World Bank Groupsupports the Board of Governors and the Executive Directors of IBRD, IDA, IFCand MIGA in executing their fiduciary and governance responsibilities. SEC,therefore, is unique in working across all the World Bank Group institutions(IBRD, IDA, IFC, MIGA, and ICSID) and serves as the key interlocutor betweenthe Board of Governors, the Executive Directors, and the President on the onehand and Senior operational Management and staff on the other hand. SEC'sprimary purpose is to facilitate effective, efficient, and strategicallyfocused interactions between the Board and Management to achieve the World BankGroup's overall mission of poverty reduction.

The Policy and Operations unit of the Secretariat (SECPO) is responsible formanaging the work program of the Board and the Board standing committees(Audit, Budget, Development Effectiveness, Governance and AdministrativeMatters, and Human Resources), Board and Committee meetings, and generallyfacilitating efficient and effective decision-making and enhancingcommunication and partnership between the Board, Management, and staff, andsupporting and advancing the corporate governance agenda.

Roles & Responsibility:

SECPO is recruiting a highly motivated team-player toserve as a Senior Operations Officer and contribute to SEC's important andcomplex mission. This assignment offers a unique opportunity to developprofessionally while contributing to the WBG's corporate governance anddeveloping a corporate perspective on the broad challenges facing the WBG. Under the direction of SECPO management, theSenior Operations Officer will lead or participate in several activities including,but not limited to:

* Act as Secretary for Board Meetings and other Board engagements, including Committee meetings when required. This includes overseeing all aspects of meeting planning, organization and conduct; providing advice to the meeting Chair and VPU teams with a view to facilitating successful engagement with the Board; preparing accurate Board records such as Agendas, Chair's Scripts and Summaries, and Minutes; and ensuring follow-up on commitments made to the Board.

* Review complex policy, strategy and operational documents prior to their distribution to the Board, working with the originators and Senior Management as necessary to ensure these documents meet Board expectations, include clear analyses and recommendations, in line with the respective responsibilities of Board and management, and are compliant with the relevant policy requirements and Board procedures.

* Proactively anticipate issues that may arise in the course of managing the Board's business, coordinating closely with SECPO management, and prepare briefings and analyses for SEC Management, and the Board/Committee Chair as appropriate, to facilitate their resolution.

* Develop and maintain expertise on key topics and policies as well as awareness of EDs' views and priorities, so as to be able to anticipate Board concerns, advise Management effectively, propose pragmatic solutions and contribute to corporate-level dialogue.

* Advise SEC Management and Senior Bank Management on practical approaches to complex substantive and procedural issues. Build bridges and work effectively with other areas of the Bank.

* Ensure best practices and modernization of Board processes to enhance the efficiency and effectiveness of Board operations. Promote Board effectiveness and the implementation of any agreed reforms, working closely with relevant WBG partners.

Selection Criteria

* Graduate degree (Masters) in an academic discipline relevant to the Bank's mission and a minimum of 5 years of relevant work experience, preferably in the World Bank Group or MDBs or equivalent combination of education and experience.

* Experience of Board work or work in an oversight body would be a plus.

* Outstanding analytical skills and experience with systematizing and sharing knowledge and information in complex environments to foster institutional goals.

* Understanding of WBG's operating environment, political economy, and stakeholders ' views.

* Excellent integration and written and verbal communication skills, especially (i) synthesizing complex issues and (ii) writing and communicating clearly, concisely and quickly for diverse audiences.

* Demonstrated judgement and capacity to represent SECPO with Executive Directors and Senior Management across the Bank.

* Ability to prioritize interventions, identify policy issues and trade-offs and apply a strategic and comprehensive problem-solving approach. Strong conceptual skills and ability to look several steps ahead and think through scenarios for issue evolution and management.

* Demonstrated ability to switch gears quickly and good-naturedly; to deal with unexpected (but frequent) changes in schedule and priorities, juggle concurrent yet disparate tasks effectively and efficiently and work with very short deadlines.

* Strong proclivity for teamwork including an open and collegial work style and a high energy level.

* Tact, discretion and diplomatic skills to deal with sensitive issues. Ability to influence across organizational boundaries and communicate persuasively.

* Previous experience in corporate governance or legislative committees is desirable.

* Achieves results and identifies mission-driven solutions for the client.

* Initiates collaboration across boundaries and broadly across WBG, and brings differing ideas into the forefront.

* Creates, applies and shares knowledge from across and outside WBG to strengthen internal and external client solutions.

* Recommends and takes decisive action.

If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3-year term appointment.
