Essential Job Functions:
Provides budget analysis services for the Air National Guard Recruiting and Retention Division (NGB/A1Y) at the Air National Guard Readiness Center at Joint Base Andrews, MD; the Budget Analyst functions as the technical lead by reviewing expenditures to ensure conformance to budgetary limits, preparing operational budgets for various projects, analyzing budgets and assisting in the preparation of reports and presentations.
Act as liaison for NGB/A1Y with NGB/A1XD, Data Analytics Branch and other A1 Divisions as required for decision support
The position requires work with other functional areas, ANG Staff, Air Force components and military agencies.
The position requires the preparation of complex projects and staff reports as well as deliver briefings. This position supports the requirements of 54 states/territories, ANG Recruiting Command structure, and associated geographically separated units.
Skills:
Highly proficient using Microsoft office products to include but not limited to: Excel, PowerPoint, and Word
Microsoft Excel experience using pivot tables and analytical skills to produce reports and create briefings
Ability to identify problems, determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and make recommendations
Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy; and ability to establish effective working relationships with others
Knowledge of Department of Defense (DoD), Air Force, Air National Guard (ANG), National Guard Bureau (NGB), and associated responsibilities, missions, programs, operations and organizational relationships
Knowledge of Operation & Maintenance (O&M) and Military Personnel (MilPers) Budget appropriations (ANG experience desired)
Budget analysis experience working budget formulation and budget execution actions
Knowledge of DoD Planning, Programming, Budgeting, and Execution (PPBE) cycles
Qualifications:
MA/MS in a relevant field
10+ years of job-related experience
May substitute 12 years' relevant work experience (no degree) for an MA/MS degree
May substitute a BA/BS degree plus 8 years relevant experience for an MA/MS degree
Certified Defense Financial Management (CDFM) certification or a Department of Defense Financial Management Level II (DoD FM Level II) certification
Preferred Qualifications:
Eligible for SECRET clearance
Microsoft Power BI
Knowledge of DoD Financial Management Regulations (FMR), Air Force (AF) 65 series regulations, and Fiscal Law responsibilities
