Job Summary
The City of Bellevue is seeking a Senior Budget Analyst to join the Utilities Department fiscal team. This role provides policy and financial analyses to support the City's water, sewer, stormwater, and solid waste utilities. The position is responsible for financial and economic spreadsheet modeling and analysis including financial forecasting, public utility cost-of-service analyses and rate design, and operating/capital budget development and monitoring. The position is also the primary author for memoranda, reports, and presentations that document and communicate technical analyses.

Essential Duties and Responsibilities
Operating/Capital Budget Development and Monitoring (50%)
- Conduct monthly financial reporting and analysis for the City's four public utility enterprise funds: water, sewer, stormwater, and solid waste.
- Develop multi-year revenue requirement forecasts for the public utility funds that account for debt and other financial policy achievement, capital project and funding plans, and operating expenditures.
- Collaborate with section managers and directors to develop, review, and submit budget proposals as part of the City's biennial budget process.
- Evaluate and recommend multi-year utility rate adjustments.
- Update utility capital recovery charge on an annual basis (system development charge).
Policy and Financial Analysis (25%)
- Lead public utility cost-of-service analyses (e.g., data validation, functional cost allocation, customer class allocation, and implementation strategies)
- Research state/municipal code and industry articles and publications.
- Analyze public utility rate structure, design, and bill impacts
- Analyze demand forecasting and provide sensitivity analysis
- Conduct financial, policy, and rate benchmarking
Program Management and Support (25%)
- Administer the application, contracting, monitoring, and close-out of select grant programs.
- Provide technical review of analyses completed by other team members (e.g., tax expense calculations, city council presentations, and reports).
- Respond to City-internal requests for financial information.
Qualifications
Required
- Five or more years of related professional experience
- Bachelor's degree in business or public administration, economics, mathematics, statistics, or other quantitative fields.
- Excellent verbal and written communication skills
- Mastery of MS Excel, Word, and Powerpoint.
- Knowledge of public budgeting and accounting.
- Ability to research, analyze, and evaluate proposed programs and expenditures.
- Ability to work with large amounts of data, interpret/reconcile financial records, detect errors, and prepare financial reports.
Preferred
- Graduate degree in business or public administration, economics, mathematics, statistics, or other quantitative fields.
- Knowledge of financial planning and analysis for public utilities
- Familiarity with data preparation, mining, and visualization software (e.g., Power BI).
- Passion for public service in local government
