General Information

Under direct supervision of the Chief Operating Officer, utilizes well-established analytic principles, methods, and procedures to identify, gather, analyze, and evaluate data to support the Court's effort in leveraging data to optimize business and operational directives; and performs duties within area of assignment, provides responsible administrative services to the Judicial Officers, Executive Management Team, and other court departments as needed. Work is of a confidential nature and requires a good understanding of court policies and functions.
Examples of Duties (With or Without Reasonable Accommodations)

Duties may include but are not limited to the following:
  • Develops dashboards (Power Bl and Tableau) and other visual data discovery tools to support the needs of various organizations throughout the court;
  • Researches and develops statistical learning models for data analysis;
  • Collaborates with others to understand department/unit needs and devise possible solutions;
  • Reviews, assesses, and supports data needs of the court to support actionable intelligence;
  • Keeps up-to-date with latest technology trends;
  • Communicates results and ideas to key decision makers;
  • Formulates and implements new statistical or other mathematical methodologies as needed for specific models or analysis;
  • Optimizes joint develops efforts through appropriate database use and project design Building best in class data analytical tools to leverage advanced algorithms and perform comprehensive analyses;
  • Works across teams to identify needs and translate them into models;
  • Leads or supports business process re-engineering efforts;
  • Maintains the confidentiality of pertinent records and documents;
  • Establishes and maintains effective working relationships with judicial officers, court employees, governmental agencies, members of the public and others encountered in the course of work;
  • Exercises independent judgment and initiative within established guidelines;
  • Provides training and/or assistance to junior accounting personnel and other staff within the unit;
  • Adheres to local, state and federal mandates and requirements as required for this position.
OTHER DUTIES
  • Performs a variety of special projects and analyses as assigned.
  • Attends and represents the court in various meetings, conferences, trainings, forums task forces, committees and councils.
  • Performs other court-related duties as assigned

Minimum Requirements & Qualifications (With or Without Reasonable Accommodation)
Any combination of education and experience which has led to the acquisition of the required knowledge, skills, and abilities perform the duties of the Senior Business Data Analyst. Following are examples of qualifying education and experience:

Education: A bachelor's degree from an accredited college or university in the fields of data science, mathematics, computer science, business/public administration, criminal justice, psychology, finance, economics.

Experience: One year of experience performing complex program/project or analytical duties such as researching, summarizing, and presenting data, developing policies or procedures, or program or process analysis/evaluation which would have developed the knowledge and abilities required for data science and analysis.

Any combination of education and experience that provides the candidate with the requisite knowledge, skills and abilities to perform the duties of the Data Scientist.

Highly Desirable Qualifications: A master's degree from an accredited college or university in the fields of data science, mathematics, computer science, business/public administration, criminal justice, psychology, finance, economics or a closely related field. A master's degree in data science, mathematics or computer science is highly desirable.

Knowledge of:
  • Computer science, statistics, applied math or a closely related field (master's degree);
  • SPSS, ETL, data processing, database programming, data analytics, SQL Server Reporting Services (SSRS);
  • Data mining and statistical analysis;
  • Programming languages such as R and Python;
  • Various data structures and common methods in data transformation;
  • Pattern recognition and predictive modeling;
  • SharePoint and webpage design;
  • Visual Basic for Applications (VBA);
  • SAP (Court's financial system);
  • Principles and techniques of project management;
  • Principles of relational database management systemsm
Ability to:
  • Work with court technology to collaborate and implement solutions;
  • Principles and practices of sound business communication, include written and verbal communication, including proper spelling, grammar, and punctuation;
  • Organize statistical and narrative information in a clear, concise manner;
  • Work well with others as well as work independently;
  • Handle multiple assignments and deadlines;
  • Maintain an effective working relationships with judicial officers, court employees, governmental agencies, members of the public and others encountered in the course of work

Work Environment
  • Shared office environment with varying degrees of hot and cold air.
  • Requires exposure to dust, printer or fax machine toner.
  • Requires ability to travel or be transported to other court locations.
  • Must be able to traverse indoors and outdoors, over uneven ground and pavement in all types of weather.
  • Constant interruptions, with high volume of telephone and personal interaction.
