TQI Solutions has an immediate need for an experienced Senior Business Process Analyst iii in Norfolk Va. This is a permanent, direct-hire opportunity that will be responsible for Fleet Guidance Team facilitation, requirements elicitation, development, and management support for Navy -Maintenance Repair and Overhaul (N-MRO) Business Process Re-engineering efforts in an unclassified environment.

This is a permanent, direct-hire opportunity that will be responsible for Fleet Guidance Team facilitation, requirements elicitation, development, and management support for Navy -Maintenance Repair and Overhaul (N-MRO) Business Process Re-engineering efforts in an unclassified environment.
Position Responsibilities / Description:
- Facilitate requirements elaboration sessions amongst stakeholders and link them to business processes.
- Directly interface/report to government manager and/or program lead on regular basis.
- Establish an effective working relationship with senior-level customers, technical staff, managers and peers as well as contractor teams.
- Provide technical and analytical support for requirements definition and documentation
- Provide advice and assistance in the areas of mission needs and requirements analysis, concept of operations development, program tradeoff analysis, and program roadmap creation including technology insertion, platform integration, and support planning.
- Identifying and evaluating existing requirements for clarity, validity, structure, verifiability, and applicability.
- Analyzing available program documentation to identify gaps in existing requirements sets and developing a plan of action and milestones to eliminate identified requirements gaps.
- Developing process flow charts and functional flow diagrams in support of requirements capture and development based on existing policy and instructions.
- Assisting in categorizing system requirements for entry into a Government approved requirements management system.
- Assisting in developing and implementing metrics and reports that characterize the status of requirements and traceability for each program.
- BS degree in Business, Information Systems, or related technical discipline or equivalent combination of education, technical training, or work/military experience
- 5 years of IT related business analysis and requirements development experience.
- Minimum of 3 years of experience working with the Department of Defense or other federal agency
- Understanding of IT Software Development Lifecycle, IT Management, and associated software engineering principles to include Agile/Scrum and Waterfall methodologies
- Proficiency utilizing Microsoft Office Suite applications
- Possess written and oral communication skills commensurate with a lead management role
- Proven ability to build and maintain working relationships with team members, vendors, and other departments involved in the projects
- Well-developed reasoning and problem-solving skills, including a demonstrated ability to manage risk and influence others
- Candidate must currently possess or be able to obtain and maintain a Secret security clearance.
- Must be a U.S. citizen
Additional Desired Qualifications: (preferred not required)
- Experience with Business Process Modeling (BPM)
- Familiar with System Engineering principles
- Communication of requirements across the project throughout the project life cycle.
- Familiar with NAVAIR/NAWCAD and NAVSEA functions and initiatives
- Experience/working knowledge of the Naval logistics systems
- Prior experience working in a fast-paced federal government program, preferably supporting a naval aviation activity.
