Performs work of considerable difficulty managing and leading multiple, strategic, and high value capital projects from inception to completion; performs complex and advanced project management work; expert working knowledge of facility planning, architectural design, engineering, and construction practices; may directly supervise assigned personnel.

Essential Duties

Position Summary: Oversees planning, coordination, and execution of the County's most complex and high-priority capital projects, emphasizing drainage solutions. Requires expertise in stakeholder engagement, technical reporting, and independent decision-making.

Key Responsibilities:

Project Coordination & Stakeholder Engagement:
  • Lead planning, budgeting, and coordination of complex, strategic drainage projects and division initiatives.
  • Supervise and mentor 2-3 staff members.
  • Collaborate with contractors, residents, engineers, designers, and interdepartmental teams.
  • Represent County at public hearings; deliver technical presentations and address stakeholder inquiries.

Project Complexity & Scope:
  • Complex Projects (70-90%): Direct 5-7 major projects involving cross-department coordination and strategic importance.
  • Moderate Projects (10-20%): Supervise 1-3 medium-scale projects managed by subordinate staff.
  • Simple Projects (~5%): Provide oversight or mentorship on smaller projects.

Technical Oversight:
  • Maintain comprehensive knowledge of drainage frameworks and solutions.
  • Oversee right-of-way/easement acquisition, permitting, and capital project bidding processes.
  • Administer Request for Proposal (RFP) processes for on-call contracts.

Project Management & Reporting:
  • Independently manage project planning, budgeting, scheduling, and resource allocation.
  • Synthesize technical data into clear, comprehensive reports.
  • Make timely, informed decisions addressing project challenges.

Technology & Process Improvement:
  • Leverage Microsoft Office Suite, SharePoint, and GIS software to improve project communication and processes.

Desired Skills:
  • Extensive experience managing complex capital projects, especially in drainage and infrastructure.
  • Proficiency with Microsoft Office Suite, SharePoint, and GIS software.
  • Exceptional communication skills for diverse audiences.
  • Strong analytical and research abilities with effective reporting skills.


Minimum Qualifications

Four (4) year degree in related field; architecture, construction, or engineering preferred; and five (5) years of related professional experience; background in project management, professional engineering, or architectural preferred; PMP certification is preferred; previous supervisory experience preferred; OR, any equivalent combination of experience and training which provides the necessary knowledge, skills and abilities.

Additional Information

Valid driver's license to perform assigned duties at various locations.

May require additional division or discipline-specific certification(s) and license(s).
