Job Summary

Under administrative direction, is responsible for the planning, managing, and promoting of all services, programs, and activities which promote the quality of life and well-being of senior adults at a City of San Antonio Comprehensive Senior Center. Responsible for the day-to-day
operations, the accessibility, security, and maintenance of the facility. Exercises direct supervision over assigned staff.
This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions

  • Manages and oversees daily operations and services of a comprehensive senior center.
  • Develops, promotes, educates, and supports programs, services, and activities for senior adults. Solicits partnerships with other agencies or organizations that could offer related services. Drives continuous improvement of programs and services based on current participant and community needs. Works with volunteer coordinator in the volunteer application and orientation for senior services.
  • Oversees and coordinates safety practices of staff and participants including the accessibility to and maintenance of the facility. Ensures all equipment and systems function properly, diagnoses problems, and coordinates repair and maintenance.
  • Manages and participates in development and implementation of the annual operating budget.
  • Ensures services, operations, and activities are compliant with applicable Federal, State, and local regulations. Ensures compliance with requirements associated with contracts and/or grants.
  • Establishes, implements, and maintains Senior Service Center's goals, objectives, policies, and priorities in accordance with the division's policies and practices.
  • Receives and/or conducts investigations of complaints and coordinates resolution.
  • Coordinates and prepares reports and recommendations, composes correspondence, and represents center at meetings. Ensures maintenance and accuracy of facility records.
  • Interviews, selects, supervises, develops, evaluates, counsels, and disciplines personnel according to established COSA policies, procedures, and guidelines.
  • Acts as a resource to and liaison between Senior Service Center and the department as well as external contacts such as elected officials, constituents, businesses, and agencies.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university.
  • Five (5) years of progressively responsible experience in community services, social services, program development, or related field, including three (3) years supervisory experience.
  • Valid Class "C" Texas Driver's License
Preferred Qualifications
  • Fluent in Spanish (speak, read, and write).
  • Experience working in social/human services.
Applicant Information
  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Knowledge of social services programs and resources; case management; particular needs, issues, and concerns of a senior adult population.
  • Knowledge of Federal State, and local laws ordinances, regulations, and issues impacting senior adults.
  • Knowledge of principles and practices of supervision, training, and personnel management.
  • Knowledge of project management.
  • Knowledge of facilities management and operations.
  • Skill using a personal computer and associated software programs.
  • Ability to supervise, train, and evaluate employees.
  • Ability to provide leadership and conduct regular meetings with City staff and/or other agencies.
  • Ability to interpret and apply Federal, State, and local policies, procedures, laws, and regulations.
  • Ability to communicate clearly and effectively.
  • Ability to conduct and participate in current and long-range planning.
  • Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
  • Ability to establish and maintain effective working relationships with co-workers, management, and the public.
  • Ability to work primarily inside an office environment.
