Job Summary
The Senior Chief Dispatcher is responsible for managing the Chief Train Dispatchers. The incumbent interacts with various Departments and the Dispatch Centre to ensure that priorities established between the Centre and the field are properly communicated and executed. The position ensures network fluidity between the Chief Dispatchers and the field as well as other regions. In addition to day-to-day activities, the role manages the implementation and maintenance of operating systems throughout the Centre such as (RTCII) and other radio systems. The incumbent ensures that all Chief Train Dispatchers and Rail Traffic Controllers are educated on the use of the systems and that all pertinent qualifications are maintained up-to-date.
Main Responsibilities
Safety Compliance and Training
Maintain a thorough understanding of Operating rules, CN's policies, and procedures
Execute on Regional Safety Plan and ensure all Managers meet objectives monitored through validations
Build safety compliance and improve safety results through regular efficiency tests, safety blitzes and walkabouts
Managing Productivity
Manage budget and workforce productivity within CN policy.
Supervise employees and apply collective agreement(s) along with company policies when managing issues, conducting investigations, recommending discipline, and responding to grievances.
Prioritize and manage multiple issues and priorities throughout the shift.
People Leadership, Coaching and Development
Develop employees through evaluation of their performance, provide coaching, feedback, and guidance.
Manage on-boarding and training activities of new employees and ensure the proper skills are acquired
Working Conditions
The role has standard working conditions in an office environment with a regular workweek from Monday to Friday. The incumbent must be available to work shifts and weekends when necessary. The role is partially performed outdoors in various types of weather and environmental conditions. The role requires minimal travel (up to 10%), which may include overnight stays away from home based on territory requirements. The role requires being available on-call 24/7 to respond to critical incidences

Experience
Operations
Between 1 to 2 years of experience as Dispatcher Chief
Minimum 1 year of experience in Operations
o Minimum 1 year prior supervisory experience*
o Minimum 1 year experience as a Yardmaster*
o Minimum 1-year experience at a Rail Traffic Control Centre (RTC), or equivalent*
o Experience with Supplemental Restraint System (SRS), Crew Assignment Time Management System (CATS), Systems Applications and Products (SAP), Train Operation Planning and Control (TOPC)*
*Any experience for these above would be considered as an asset
Education/Certification/Designation
High School Diploma or General Education Development
Valid driver's licence
Canadian Railway Operating Rules (CROR) Rules Qualified
Competencies
Follows safety procedures, information security instructions, and Environmental, Social and Governance (ESG) principles to lead by example
Addresses risks in a timely manner to eliminate them
Improves processes on a continuous basis to enhance safety, security and to reduce CN's environmental footprint
