Our Transportation & Infrastructure group in Seattle, Washington, is looking for a Senior Civil Engineer, focused on Demolition & Building Permitting to support our large program delivery and add to our wide and diverse range of transportation and engineering services that enables future-ready growth. This role has been created to support some of the recent project wins and on-going pursuits in the Seattle transit and transportation market. The Senior Civil Engineer will coordinate and work with a multidisciplinary team to manage and produce demolition and building permit applications for transportation, utility and transit improvements. This position will provide oversight of final design permitting efforts, coordinate technical input with other permit leads and subject matter experts, initiate and oversee the QA/QC process, and track permit package progress and schedule for a program of complex infrastructure improvements.
This position requires the ability to lead tasks with limited oversight and coordinate the work of other staff and subconsultants. The ideal candidate will consider and incorporate into their work long-term risks and future ready solutions. They will provide task and project leadership, ensuring that responsibilities are delivered and adhered to with a level of quality that meets or exceeds acceptable client and industry standards. They will develop and foster client relationships.

Compensation
Expected Salary: $133,400 - $226,900
WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant's education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant's sex or other status protected by local, state, and/or federal law.

Your Impact
- Serve as demolition and building permit lead for complex infrastructure, be a subject matter expert in the permitting process and requirements and provide strategic oversight and planning to help secure demolition and building permits in a timely and efficient manner.
- In coordination with the project design teams and client, determine applicable standards and lead the process to prepare and coordinate demolition and building-related permit applications and to coordinate and provide input on related documentation including land use applications and construction management plans).
- Understand the relationship of demolition and building permits to property acquisition requirement and other permit types including street use permits, grading permits, land use permits, revocable use permits, and others.,
- Manage progress against the project schedule and in adherence with local regulatory requirements.
- Work within a larger project or program management team to drive the delivery of street use permit workstreams and to deliver the overall project and program on time and within budget.
- Coordinate with clients, resource/regulatory agencies, subcontractors, and technical staff in a confident and professional manner.
- Plan, organize, and execute a broad range of permitting and planning projects, including project budgets, tracking hours and expenses, and task completion.
- Manage client relationships and lead business development activities, including proposal writing.
- Mentor staff and review the work of staff.
- Manage time and effort effectively on multiple projects.
Who You Are
Required Qualifications
- Bachelor's Degree in Environmental, Civil, Sanitary, Chemical, Industrial, Agricultural, or Public Health Engineering, or closely related discipline.
- 10+ years of experience in the infrastructure planning, engineering, or program/construction management field.
- Experienced project manager, deputy project manager, or major task lead.
- Highly proficient with civil engineering principles, practices, process, construction and procurement methodologies, and the application to permitting and project work-related issues.
- Knowledge of relevant demolition and building permitting requirements and applicable codes and standards.
- Demonstrated technical competence leading design or permitting tasks or projects in a related sector (e.g. commercial, infrastructure, transportation, energy, etc.)
- Experience working on planning projects, including long-range plans, policy development, and entitlement.
- Ability to work independently and provide guidance, mentorship, and leadership to team or project members (including subconsultants), with strict adherence to QA/QC.
- Experience with providing critical review for documents and preparing technical deliverables with a high degree of complexity.
- Strong self-leadership and interpersonal communication skills with the ability to effectively, persuasively, and tactfully interact with employees at all levels of the organization.
- Strong organizational skills with attention to detail, multi-tasking, and prioritization of responsibilities in a dynamic work environment.
- Proficiency with technical and business writing, office automation and communication software, technology, and tools.
- Experienced with providing critical review for documents and preparing technical deliverables and plans with a high degree of complexity.
- Critical thinking and problem-solving skills required to reach conclusions from data collation and identify the most effective solutions to accomplish objectives of assigned projects.
- Proven track record of upholding workplace safety and ability to abide by WSP's health, safety and drug/alcohol and harassment policies.
- Must be flexible to a variety of schedules to meet business needs and able to prioritize responsibilities and quickly adapt to changes in work demands.
- Occasional travel may be required depending on project-specific requirements.
Preferred Qualifications
- Essential professional licensure/certification, such as Professional Engineer, and/or other related environmental and planning certifications
- Master's Degree in Engineering
- Active member of local, regional, or national professional organization.
- Familiarity with industry standard software including P6, MS Project, Excel, SharePoint, Power BI, ESRI ArcGIS, Bluebeam
- Prior experience permitting within Washington State and the City of Seattle.
