Job Description Summary

Under general direction of the Plan Review Manager, acts as the technical lead for the Plan Review Division; coordinates and participates in the conduct of complex engineering projects, including research and review for a variety of public works and water and wastewater utility capital improvements; performs case reviews for new developments to ensure compliance to City master plans, standards, and coordination with City capital improvement projects; assists with level-loading, work assignment, and coordinates the work of professional and technical staff; coordinates and administers contracts for professional services; and performs related work as assigned.
The ideal candidate for this position will be registered as a Professional Civil Engineer (PE) and/or Registered Land Surveyor (RLS), have seven or more years of experience in Civil Engineering Design and/or Civil Engineering Plan Review of Residential and Commercial/Industrial Projects and/or experience in Boundary and Subdivision survey design, layout and review, have at least one year experience supervising technical and professional staff, have at least one year experience in a municipal government environment and have a Bachelor's Degree in an Engineering related field. The ideal candidate will also have experience as a mentor in the technical aspects of drainage and/or water and sewer review and/or analysis and design. Lastly, the ideal candidate will have some exposure to Floodplain Management and continuous improvement (LEAN, Six Sigma, etc.).

EXAMINATION PROCESS

Essential Functions

This information is intended to be descriptive of the key responsibilities of the position. The following functions do not identify all duties performed by the incumbent. Other duties and responsibilities will be performed as assigned.
  • Performs, prepares, or responds to drafting, design calculations, technical reports, customer contacts, and fieldwork requests. Prepares or reviews engineering plans and reports and discusses technical issues by reading plans and reports, researching similar documentation, writing summary reports with recommendations, interpreting technical information, and responding to inquiries. Ensures compliance with standard operating procedures, federal, state, and city regulations.
  • Coordinates projects with staff and developers by attending meetings, explaining City's position to developers, and evaluating other party's needs. Prepares letters, memos, specifications, and reports with clearly organized thoughts to communicate technical and controversial issues. Communicates with the general public; other city, state, and federal employees; vendors; management; consultants; and contractors; regarding different programs such as the Engineering Department design and plan approval process and capital improvement projects.
  • Determines upon receipt of a project, the approach to be taken for completion, including elements assigned to subordinate personnel. Coordinates related workflow both within the city and with outside agencies. Leads others by assigning work; selecting work methods; answering questions; and reviewing and approving engineering plans, related documents, and other work performed by professionals and paraprofessionals. Reviews construction plans for grading, sewer, water, storm drains, dry utilities, retention basins, drainage structures, street improvements, and street lighting. Reviews master water, sewer, drainage, and traffic reports for compliance to City requirements.
  • Resolves construction field problems by visiting site to understand scope of problem, interpreting construction drawings or specifications, analyzing issues and implications of resolution, and conveying solutions to personnel.
  • Assists in coordinating work efforts of Civil Engineers and Engineering Technicians. May prioritize own work and prioritize and assign work to staff. Develops project specific requirements, procedures, and short- and long-term objectives regarding standards and design concepts.
  • Operates a City vehicle to perform field reviews of projects as well as to meet with outside agencies and utility companies. Uses a computer to prepare reports, perform calculations, and prepare drawings. Prepares plans, specifications, and reports for distribution and/or mailing to other public agencies and departments. Meets scheduling and attendance requirements.

Requirements

  • Formal Education/Knowledge: Work requires specialized knowledge in a professional or technical field. Work requires professional level of knowledge of a discipline equivalent to that which is acquired in a Master's degree-level of study or appropriate certification, Professional Engineer, Law Degree.
  • Experience: Minimum five years of experience in a related field.
  • Certifications and Other Requirements: Valid Driver's License. Registration as a Professional Civil Engineer.
  • Reading: Work requires the ability to read state statutes, federal laws, technical reports and manuals, research papers, construction plans and specifications, correspondence, legal documents, ordinances, and property legal descriptions at a college level.
  • Math: Work requires the ability to perform math calculations such as advanced level algebra, geometry, trigonometry, and calculus.
  • Writing: Work requires the ability to write general correspondence, memorandums, handouts, letters, and technical engineering reports at a college level.
  • Managerial: Complex- Work requires functioning as a lead worker performing essentially the same work as those directed, and includes overseeing work quality, training, instructing, and scheduling work.
  • Budget Responsibility: Has no budgetary responsibility
  • Policy/Decision Making: Significant - The employee normally performs the job by following established standard operating procedures and/or policies. 12 Month Objectives

12 MONTH PERFORMANCE OBJECTIVES
  • Within the first month,

    • Review and become familiar with the City's Engineering Design Standards and Policies Manual, Standard Details, GYMaps, Electronic Plan Review program, MAG engineering standards and details, and become familiar with the City's master plans including; General Plan, Transportation Plan, Integrated Water Master Plan (IWMP), and Capital Improvement Plan (CIP).
    • Become familiar with and assist in the review and preparation of comments for an engineering and planning review.

    2. Within the first 3 months,
    • Complete multiple planning and engineering reviews under the direction of the Plan Review Manager.
    • Represent the Development Services Department at multi-departmental meetings.

    3. Within the first 6 months,
    • Complete multiple planning and engineering reviews with minimal direction and convey comments orally to the Development Policy Committee and applicant groups.
    • Coordinate and lead technical discussions with Engineering, Legal/Real Estate, Public Works, and Parks personnel, including leading the Technical Review Meetings.
    • Become an active mentor on the technical aspects of drainage, water, sewer, etc., for team members (Engineers/Plan Reviewers/Project Managers) in the Engineering Department and other customer Departments.

    4. Within the first 12 months,
    • Become familiar with the program to update the City's Standard Details and Engineering Design Standards & Policies Manual (EDS&PM).
    • Become familiar with local Floodplain Management practices.
    • Provide general assistance as needed to the Plan Review Manager, the Deputy Director and/or Director.
