Job Summary
Under the general direction of the Director of Engineering, directs, administers, and supports all engineering activities including road and bridge construction planning and management, project design, specification development, bridge inspections, and traffic engineering functions. Collaborates on projects with other CCRD departments. Supervises subordinate engineering staff performing several projects.

Primary Duties & Responsibilities

  • Prepares plans and specifications for federal, state, and local road and bridge construction and maintenance projects in accordance with applicable standards,and governs all phases of design and construction for in-house and contracted projects.
  • Utilizes computer aided design (CAD) and related software packages to design construction and maintenance projects.
  • Monitors quality assurance and control measures for all road and bridge construction projects. Oversees all testing, inspection, documentation and data entry functions on projects.
  • Manages the preparation of various reports, environmental assessments, grant applications, requests for proposals and correspondence. Directs and assists with the preparation and presentation of special engineering studies and reports.
  • Exercises judgment in the field to determine actual field conditions and makes recommendations to the Director of Engineering on necessary adjustments in project design.
  • Provides technical expertise to customers, contractors, suppliers, utility companies, and the public; communicates with the general public and public officials to answer questions and respond to problems.
  • Assists in acquiring survey information, codes, specifications, and input from regulatory agencies (e.g., Michigan Department of Transportation, Department of Environment, Great Lakes, and Energy (EGLE), and Department of Natural Resources) to develop and design road, bridge and drainage construction and maintenance projects.
  • Oversees traffic counting operations and resource allocation.
  • Assists the Director of Engineering in the development of short- and long-range capital improvement plans for construction and improvement projects and submits recommendations to the Managing Director for review.
  • Monitors the preparation of the Act 51 Certification maps and all reports of new streets and roads in the County Road Department system, as well as backup documentation for state and federal funding. Assists with tracking the status of all road classifications and ensures updates are provided as needed.
  • Represents the Calhoun County Road Department through attendance and participation at meetings and conferences.
  • Reviews publications and technical journals to keep abreast of new methods and techniques relating to road construction, maintenance, and safety improvements.
  • In conjunction with County Corporation Counsel, reviews, prepares, and verifies petitions required for right-of-way abandonment, name changes, special assessments, etc.
  • Assists in the preparation of legal descriptions for property acquisition, deeds, easements, permits, and right-of way.
  • Reviews and approves soil erosion and sedimentation control plans for permit issuance.
  • Works closely with the Purchasing Department to provide information for bid specifications.
  • Performs PASER ratings of roadways and preparation of studies/reports concerning traffic engineering and planning for the Road Department.
  • Performs various other tasks as assigned.

  • Qualifications

    • The job requires knowledge and critical thinking skills normally acquired through the completion of a bachelor's degree in civil engineering, construction engineering, or related field.
    • Possession of a Professional Engineer's (P.E.) license.
    • A minimum of four to five years of experience with road/infrastructure/public works management agencies, construction management is required.
    • Proficient in Microsoft Office Suite, CAD, and related software packages.
    • Possession of a valid Michigan driver's license.
    • Ability to work effectively with individuals and groups from a variety of identities, cultures, backgrounds, and ideologies.

    • Travel throughout Calhoun County is required, other locations as assigned.
    • A blend of normal office environment and outdoors/field work with occasional discomfort due to heat, dust, noise, and adverse weather conditions.
    • Extended workdays and work weeks (beyond eight hours/day and/or 40 hours per week) are occasionally required.
    • Will occasionally be required to lift/push/pull/carry items weighing up to 50 lbs.
    • Hazardous environmental conditions may be encountered when on the job site reviewing road and bridge maintenance/construction operations.
