Job Summary

Essential Job Functions
- Investigate allegations of negligence made by third-parties who have suffered a tort involving Uniform departments and high profile claims.
- Negotiates claim settlements, mediations, based upon a determination of the City's liability and evaluation of the damages through review of medical reports, medical bills, statement of values, estimates, or other documentation provided to support a proof of loss.
- Analyze aggregate data to improve internal claims processes.
- Confirms accurate Accident Review Board (ARB) decisions related to preventability of collisions have been documented to applicable settlement.
- Coordinates and facilitates the department's monthly pre-roundtable discussions.
- Ensures Settlement Memos and packets are up to date and accurate prior to posting on the portal.
- Coordinates with SAP vendor maintenance for the issuance of vendor identification numbers.
- May assists the Claims Manager in the generation of historical data, reports, and lawsuits related to Open Record Requests (ORRs) as well as other periodic claims reports as required.
- Assists in the training, coaching, and mentoring of Claims Assistants and other Claims Adjusters.
- Communicates directly and through a variety of methods including diaries, to assist Claims staff, perform investigation work, and train on city property and injury claims.
- Performs related duties and fulfill responsibilities as required.
Job Requirements
- Bachelor's Degree from an accredited college or university.
- Five (5) years of experience handling bodily injury and liability claims, coverage issues, and lien resolutions (including Medicare) to include two (2) years handling claims with a government entity.
- Valid Class "C" Texas Driver's License.
- Texas Property and Casualty Adjuster License, or All-Line or Multi-Lines license.
- Any applicant selected for this position must have a background check completed with results satisfactory to the City of San Antonio and successfully complete the City of San Antonio's Cash-Handling Certification Training.
- Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Knowledge, Skills, and Abilities
- Knowledge of insurance coverage and concepts including coverage for property, workers' compensation, casualty, automobile, and other insurable risk.
- Knowledge of insurance principles and concepts.
- Knowledge of general negligence principles and governmental immunity, in particular the Texas Tort Claims Act.
- Knowledge of public entity claims handling on multiple lines of business.
- Skilled in working with various Risk Management Information Systems to document claim activity and maintenance of claim diary system.
- Skill in utilizing office equipment and associated MS Windows-based software applications (e.g. Word, Excel) and federal/state designed programs in the completion of assignments.
- Ability to supervise, train, and evaluate staff.
- Ability to represent the City through strong and effective negotiations, while maintaining the City's high customer service standards.
- Ability to analyze a proof of loss and/or property appraisal to determine actual cash value owed to claimants.
- Ability to maintain confidential information and work independently and with a team.
- Ability to maintain and submit accurate records within the required time periods.
- Ability to communicate clearly and effectively.
- Ability to estimate time and materials needed for projects.
- Ability to perform all the physical requirements of the position with or without accommodations.
