Description

San Mateo County Health, Division of Public Health, Policy & Planning (PHPP) is seeking well-qualified individuals for the position of Senior Communicable Disease Investigator-STI/HIV Control Program, to provide lead direction to a group of Communicable Disease Investigators; assist in policy development; and perform a variety of duties within the STI/HIV Surveillance and Control Program. This position will work with the other Senior CDI in STI/HIV to assign and review the workload of the CDIs within the program.

There is currently one regular vacancy in the Public Health, Policy and Planning Division located in San Mateo, but will travel/drive throughout the County to perform duties of the position.

Duties and responsibilities:

• Provide lead direction over the day-to-day Communicable Disease Investigators in the STI/HIV Program.
• Assign and review workload and schedule activities of the investigators.
• Interview diagnosed and reported cases of sexually transmitted diseases, tuberculosis, HIV/AIDS and other communicable diseases and locate their contacts primarily through field investigations, active surveillance through personal consultations with laboratories, public and private physicians, and hospitals.
• Ensure timely follow-up of reported cases and their contacts to assure examination and appropriate treatment.
• Provide patient education and counseling about sexually transmitted diseases, tuberculosis, HIV/AIDS and other communicable diseases.
• Assist medical providers, both public and private, in case management of patients diagnosed with communicable diseases.
• Provide patients with information and referral to other health or social service agencies.
• Participate in liaison activities with State and other county health departments in carrying out State mandated programs in communicable disease control.
• Present educational programs to local schools and colleges, community-based organizations, and other interested parties.
• Maintain epidemiologic records and reports for the County Health Services Agency.
• Provide HIV pre- and post-test counseling, HIV partner notification, and AIDS case surveillance.
• May perform veni-puncture.
• Prepare reports and correspondence.
• Perform related duties as assigned.

The ideal candidate will have three years of experience in STI and/or HIV investigations and disease surveillance; three years of experience performing outreach to communities at risk for STIs and HIV including incarcerated populations; certification by the State of California as an HIV and HCV Test Counselor; experience performing interviews with diverse cultures in a field setting related to sensitive topics; experience leading, assigning, overseeing and reviewing the work of others; cultural competency; data management and analysis skills including experience using surveillance and electronic medical records databases e.g. CalREDIE, EPIC, CalConnect; strong verbal and written communication skills; and commitment to public service.

Qualifications

County Status: An applicant must have been a County of San Mateo employee in County of San Mateo Health with at least six months (1040 hours) of continuous service in a classified regular, probationary, represented extra-help/term position prior to the final filing date.

Knowledge of:

• Methods of transmission, diagnosis and treatment of communicable diseases.
• Accepted techniques of communicable disease control.
• Diagnostic tests for communicable diseases.

Skill/Ability to:

• Plan, assign, direct and review the work of others.
• Conduct effective fact gathering interviews of a highly personal nature.
• Exercise initiative and tact in tracing contacts and bringing them to obtain treatment.
• Relate easily to people from diverse cultures and varying lifestyles.
• Apply the rules and regulations relative to communicable disease control.
• Establish and maintain effective working relationships with those contacted in the course of the work.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Two years of experience performing a variety of duties in the control of sexually transmitted diseases, tuberculosis, HIV/AIDS, and other communicable diseases, including conducting follow-up and case investigation of patients reported with communicable diseases and educating the public about communicable diseases.
