General Position Summary:

The Senior Compliance Accountant assists with all aspects of fiscal compliancy related to various court programs and services. This position will perform accounting functions associated with grant management and administration, conservatorship reviews, Guardian Ad Litem (CASA) program monitoring, and compliance monitoring for various internal processes and controls. This position will perform routine accounting and reconciliation functions, assist in the development and oversight of internal controls, ensure compliancy with various regulatory and reporting requirements, and assist with policy and process development. The Senior Compliance Accountant position works in the Finance Division under the general supervision of the Controller.
Major Duties and Responsibilities

  • Manages all accounting functions associated with grant programs;
  • Reviews and ensures appropriateness of grant expenditures and reporting;
  • Works with grant program managers to understand and adhere to compliance regulations;
  • Participates in the development and oversight of the grant budget preparation process;
  • Tracks grant activities and provides updates to management, including monthly variance analysis;
  • Prepares and completes grant drawdowns timely and accurately;
  • Maintains monthly reconciliation of grant receivables;
  • Reconciles grant activity to all accounting and budget systems;
  • Maintains grant documentation and compiles information for external audits;
  • Closes out grants following state and federal guidelines;
  • Assists with all grant reporting requirements;
  • Develops and negotiates the annual indirect cost rate proposal with the Federal Cognizant Agency;
  • Oversees the American Rescue Plan Act (ARPA) federal grant funds; develops procedures ensuring compliance with federal quarterly and annual reporting requirements;
  • Oversees annual preparation of Schedule of Expenditures of Federal Awards (SEFA);
  • Research various topics (e.g. federal, state, local, and private grant funding sources; current eligibility requirements; legislative changes; etc.) for the purpose of disseminating information on grant opportunities and/or providing recommendations;
  • Oversees and monitors the annual financial reviews of Idaho conservatorship cases;
  • Performs and oversees the reviews of the Idaho conservatorship annual accountings;
  • Prepares and submits conservatorship reports;
  • Assists in preparing conservatorship program statistics for legislative reporting;
  • Accumulates and reviews financial records submitted by district CASA programs related to the Guardian ad Litem programs;
  • Provides compliance and monitoring of CASA financial reporting requirements;
  • Assists in responding to district CASA program needs and questions;
  • Maintains current knowledge of organizational policies and procedures, federal and state policies and directives, and current accounting standards;
  • Ensures financial systems and documents follow laws, policies, standards, and regulations;
  • Documents and assists in analyzing court processes and internal controls;
  • Performs walkthroughs with process owners and assesses results for internal reporting;
  • Assesses the effectiveness of internal controls over key financial risks;
  • Identifies and recommends enhancements to strengthen internal controls and operational efficiencies;
  • Reviews and identifies accounting processes and procedures that need to be improved, research appropriate resolutions and makes recommendations;
  • Responds to questions and inquiries regarding the accounting of grants and other compliance requirements;
  • Participates in the development of financial policies and procedures;
  • Prepares financial reconciliations and reports;
  • Assists with the annual internal audit;
  • Participates and presents to various committees;
  • Performs other duties as assigned.

Minimum Qualifications
The Idaho Courts reserve the right to consider an equivalent combination of education, training, and/or experience necessary to successfully perform the major responsibilities of the position.
Education and Experience:
  • Bachelor's degree in accounting, finance, economics, business, public administration, or a related field; and
  • A minimum of five years of experience in grant management or administration, financial accounting, and budgeting or a related field;
  • Preference may be given to Certified Public Accountant or those who have met the requirements to sit for the exam as well as to those with prior governmental experience.

Knowledge, Skills, and Abilities

  • Thorough knowledge of accounting principles and standards (GAAP, GASB, FASB);
  • Knowledge of governmental accounting;
  • Knowledge of grant accounting;
  • Knowledge of financial accounting systems;
  • Knowledge of general ledger functions and the month-end/year-end closing processes;
  • Knowledge of MS Office software such as Outlook and Word;
  • Knowledge of Idaho LUMA accounting and reporting ERP system preferred;
  • Skill in the use of MS Excel including VLOOKUPs and pivot tables;
  • Skill in providing excellent customer service and assistance to customers;
  • Ability to effectively communicate verbally and through written communications;
  • Ability to complete work accurately and with attention to detail;
  • Ability to express ideas and communicate suggestions and recommendations clearly and concisely, both verbally and in writing;
  • Ability to establish and maintain harmonious working relationships with co-workers and external partners/auditors, and to work effectively in a team environment;
  • Ability to work independently with minimal direction;
  • Ability to prioritize and manage time well;
  • Ability to organize work to meet multiple deadlines and achieve desired work results.
