NATURE OF WORK: The Senior Construction Inspector is under general direction and is responsible for CIP maintenance contract administration, public and private project construction inspection, utility locating, and inspecting. Responsible for Public Works Department projects, serving as a liaison to utility companies, explaining and enforcing City policies, procedures, and specifications; and performing other technical work, including the documentation of engineering plans, drafting, and production of charts, maps and drawings. Provides project management and engineering support services for the City's capital maintenance projects. Employee will coordinate the completion of maintenance projects to ensure conformance with City standards and specifications, and work within City right-of-ways.

The employee is regularly required to exercise mental visual concentration, listen, talk, stand, reach, twist, and demonstrate manual dexterity. The employee is required to focus attention on tasks without losing concentration or becoming distracted by surrounding activities and interruptions. The employee is also required to kneel, squat, stoop, push, pull, and lift up to 80 pounds on an occasional basis. The employee may need to climb ladders, work in Confined Spaces, use power equipment/tools that produce vibration and noise, and work in Work Zones with moderate to heavy traffic. The employee may need to work in all outside weather conditions near moving equipment in areas with elevated noise levels and where chemicals may be utilized. Work is performed in both office and field settings.

ESSENTIAL DUTIES, KNOWLEDGE, SKILLS, AND ABILITIES
- Leads and supervises workforce based on organizational goals, budget considerations, and staffing needs by using sound judgment and appropriately delegating and monitoring performance against predetermined standards and holding staff accountable for meeting day-to-day expectations.
- In cooperation with department leadership and HRRM, hires, trains, oversees scheduling, conducts performance evaluations, and handles employee relations issues.

- Responsible for contract administration, management, oversight, organization, development, and data collection of engineering contracts specifically related to the City Capital Improvement maintenance programs.
- Estimates quantities and cost of materials, equipment, or labor to determine project feasibility. Monitors construction project progress and ensures conformance to design, specifications, standards, and safety on project/construction sites. Awareness of OSHA trenching and shoring safety, and confined space entry requirements.
- Assists in the review of proposed Development Plans for general conformance with overall City Master Plans and specific conformance with City Engineering Standards and Details.
- Conducts utility locates, research City and County records for existing ownerships, deeds, easements and right-of-way easements and utility locations.
- Conducts construction inspections of capital improvement projects, private development projects, capital maintenance projects, and traffic control setups. Conducts construction plan reviews and assists with the upkeep of the City's standards and specifications.
- Conducts initial and final acceptance walkthroughs of all public and private infrastructure projects. Tracking developer performance bonds, developer contributions, and asset acceptance post two-year warranty acceptance.
- Provides surveying, construction, right-of-way easements and technical advice regarding design and construction.
- Analyzes pavement management data and computes results and maps to assist with decision making for various maintenance projects. Working knowledge of PAVER or similar pavement management software relating to pavement lifecycle management is beneficial to this responsibility.
- Responsible for managing traffic signal maintenance contract and troubleshooting traffic signals. Performs Traffic Signal Maintenance of new camera detection video cards.
- Research City and County records for ownership, deeds, easements, and right-of-way easements.
- Demonstrates an understanding of traffic cone zones and M.U.T.C.D. data to approve all traffic control plans and ensure that submitted plans are adequate for the safety of the public.
- Conducts review and approval of all Right of Way Permits, all access permits, and all site plan submittals.
- Performs field reviews of constructed buildings to ensure appropriate drainage and conformance with lot grading practices as requisite for the issuance of residential Certificates of Occupancy.
- Assists with review and approval of final grading permits and street sign installations.
- Performs traffic study data collection and creation of traffic study data reports.
- Assists with engineering surveying.
- Coordinates project data filing including As-Built information.
- Reviews and assists with issuing MS4 permits, ensures conformance with CDPHE requirements for construction within the City and compliance with the City's MS4 Discharge Permit. Provides public outreach and education regarding stormwater pollution and maintaining/maximizing water quality discharged into receiving public waters. Serves as "Person in Responsible Charge" of the State-issued Permit and works with City Code Enforcement to ensure protection of the City storm sewer system / Waters of the U.S.
- Conducts NPDES MS4 storm water inspections. Maintains MS4 filing system. Reviews and assists with approval of MS4 permit applications.
- Maintains inspection, utility and project files and logs.
- Programs and maintains school flashers.
- Knowledge of the principles, practices and methods of construction project administration, inspection, and engineering.
- Knowledge of materials, methods, and the tools involved in the construction of streets and utilities, such as water, sewer, irrigation, and storm sewer projects.
- Knowledge of utility locating equipment.
- Knowledge of engineering principles, drafting techniques, and drafting procedures.
- Knowledge of geometry, trigonometry, and algebra.
- Knowledge of roadway and utilities construction standards and specifications.
- Knowledge of surveying methods and equipment including GPS.
- Knowledge of trench shoring and safety and confined space entry.
- Knowledge of MUTCD, EPA, and NPDES standards and requirements.
- Skill in reading and interpretation of engineering plans, construction drawings, maps, and blueprints.
- Skill in the use of AutoCAD and civil engineering drafting standards.
- Skill in the use of ESRI, MT Exec, PAVER, Web TMS, Caselle, Community Core, Bidnet, and GIS software.

EDUCATION, EXPERIENCE, AND LICENSURE
Required:
- Associate degree in a related field.
- Five years of work experience in civil engineering, construction, or other closely related field.
- Valid Colorado Driver's License or ability to obtain within six months of hire.
- Equivalent combinations of education and experience may be considered.
Preferred:
- Bilingual in English and Spanish.
- Experience in public/municipal sector.
