Job Description:

Parsons is looking for an amazingly talented Senior Construction Manager to join our team! In this role you will get to manage multiple projects which ultimately support the NASA Mission at Goddard Space Flight Center (GSFC) and Wallops Flight Facility (WFF).

What You'll Be Doing:

  • Managing 50 or more concurrent construction projects at two NASA campuses.


  • Reinforcing safety training and be the lead advocate for safety in everything we do.


  • Reviewing client Requests for Proposal developing a thorough knowledge of the project and identifying potential gaps.


  • Determining project execution strategy.


  • Managing the workload of the in-house craft staff, maintaining a constant flow of projects.


  • Managing the flow of work of proposals in and out of estimating.


  • Preparing and/or reviewing detailed subcontractor scope of work documents.


  • Setting bid due dates and submitting the request for bid documents to procurement.


  • Managing the flow of Pre-Bid RFIs.


  • Reviewing subcontract proposals for accuracy and completeness prior to submission to the client.


  • Managing proposal submission to the client.


  • Requesting extension of the client proposal due date as necessary.


  • Initiating project hand-off to the assigned construction lead once awarded.


  • Initiating a requisition for the award of each subcontract.


  • Monitoring the timely award of the subcontract providing data to procurement as needed.


  • Preparing the individual project construction task plan schedule submission.


  • Maintaining a summary level project schedule and reviewing with management.


  • Discussing with the leads the risks, activities, progress, and issues for each active project as close to real time as practical.


  • Assisting construction leads as needed in issue resolution.


  • Assisting construction leads in the technical writing of RFIs as needed to achieve the desired response.


  • Participating in the client's high-visibility or technically complex project Pre-Construction Meetings.


  • Participating and reviewing safety planning for projects, particularly all medium to high-risk activities.


  • Reviewing safety huddles and job site work practices when at the active sites.


  • Supervising the inventory of craft tools and approving the purchase as needed of improved productivity tools.


  • Monitoring and providing feedback to management of the small and large purchase process to facilitate the flow of materials for the self-perform craft team.


  • Reviewing and approving time charges for all direct report individuals.


  • Reviewing goals, performance, and mentor all of the construction management team.


  • Meeting weekly with the construction team to review the status of each project.


  • Providing weekly updates to Parsons management, the direct client and NASA as requested.


  • Reviewing and approve Schedule of Values prior to submission for client billing each month.


  • Negotiating billing issues with the client as needed to facilitate approval and workflow.


  • Reviewing and approving subcontractor Schedule of Values for payment each month.


  • Supporting the construction team in developing each project spending plan.


  • Responding verbally, or in writing, to client questions or concerns.


  • Participating in on-site pre-RFP scope reviews with the NASA engineering team.


What Required Skills You'll Bring:

  • Strong Written and Oral Communications


  • Proficiency in Microsoft Project, ability to develop construction schedules.


  • Ability to review Cost Estimates for accuracy and completeness.


  • Manage construction at NASA Greenbelt and NASA Wallops campuses.


  • Manage on-site Construction Project Leads


  • Manage on-site craft team for self-performed work.


  • Develop a working knowledge of all active projects and meet the priorities of the client while controlling schedule and cost.


What Desired Skills You'll Bring:

  • Knowledge of Facilities relevant to NASA including cleans rooms, laboratories, research, and launch.


  • Competency in multi-disciplined institutional construction management including civil, structural, mechanical, and electrical.


  • Ability to write and review detailed subcontract scopes of work.


  • Communication skills in providing technical feedback to the client as required.


  • Communication skills in providing technical feedback to the internal staff as required.


  • Time management to effectively prioritize client schedules and interaction.

Salary Range: $128,700.00 - $231,700.00
