This position is located the Bureau of Policy, Richland County.

Are you the One? We are looking for a Senior Consultant, who will, as the Strategic Initiatives Specialist (Senior Consultant) reportt to the Health Programs Bureau Chief of Policy and is responsible for the development and implementation of large-scale projects, strategies, plans, and processes to support Agency and Departmental objectives and initiatives. Provides leadership, guidance, and management of initiated and sustained projects to ensure successful implementation of defined objectives. Works with Agency and Departmental senior leadership to establish priorities, track and follow the progress of the projects and initiatives, and report on key performance indicators that clearly measure outcomes.

  • Creates and leads comprehensive program/project plans in conjunction with other stakeholders to ensure successful delivery of outcomes and policy implementation. Among the components, the plans should identify objectives, milestones, deliverables, timelines, resources needed, risks, stakeholders, and all program/project outcomes to be measured. Tracks the outcomes throughout the process to ensure the implementation is successful. Creates an escalation process and ensures sufficient communication throughout the entirety of the program/project.
  • Develops project reporting and evaluation processes to drive progress toward objectives and ensure compliance with applicable requirements. Establishes reporting on key performance indicators (KPIs) for initiatives and policy changes. Ensures project resources are sufficient to track and report on progress toward objectives and escalates to leadership as necessary. Utilizes data to evaluate objectives, resources being utilized, resources needed, and implementation timelines. Clearly articulates any risks and issues to leadership. Identifies reporting requirements and key performance indicators (KPIs) for initiatives and metrics to track the KPIs over time. Depending on the initiative or policy change to be evaluated, this may include creating new metrics or adjusting existing metrics as needed.
  • Establishes post-implementation review processes to evaluate project outcomes against objectives and identify lessons learned for future initiatives. Conducts ongoing monitoring activities to ensure continued project success, compliance with applicable reporting requirements and/or identification of issues. Continuously engages in process improvement and gathers data and feedback to enhance processes or address issues.
  • Interacts and works collaboratively with internal and external stakeholders, including executive leadership, other agency team members, community organizations, other state agencies, health care associations, and members of the public, to support Agency and Departmental objectives and initiatives. Attends relevant meetings and helps conduct stakeholder forums and public meetings on SCDHHS initiatives and policies.
  • Attends and participates in relevant opportunities for professional development and training. Demonstrates utilization and application of new skills learned to improve effectiveness and efficiency within assigned responsibilities.
  • Performs other duties as assigned.

Minimum and Additional Requirements

A bachelor's degree and at least six (6) years of experience in management and leadership roles, directly responsible for program and project outcomes, and creating solutions for improved performance. Extensive knowledge of Medicaid and/or the health care industry and demonstrated success in implementing large-scale projects and initiatives is required.

Degree must be from a college or higher education institution recognized by the U.S. Department of Education and Council for Higher Education (CHEA). An equivalent combination of experience and education may be considered with prior State Human Resources approval.

Preferred: Master's degree. Experience with developing and submitting federal applications, interpreting federal policy and amending impacted federal authorities.

Additional Requirements:

  • Sitting or standing for long periods of time.
  • Lifting requirements: 20 lbs.

  • Ability to manage projects across multiple teams and effectively organize and prioritize work.
  • Ability to establish and maintain effective working relationships.
  • Ability to communicate effectively both orally and in writing and collaborate with staff from all levels of the workforce.
  • Ability to present information to leadership in a clear and concise matter.
  • Knowledge of laws and CMS regulations and policies and ability to interpret and apply federal and state laws, regulations, policies and procedures.
  • Must be able to lead and manage a diverse staff.
