Description:

Osi Vision is seeking a Senior Contract Manager/Analyst to lead and manage Team Osi Vision's contractor team supporting the Montgomery GI Bill Education Support Services contract. This position is located at the National Guard Profession Education Center (NGPEC), North Little Rock, Arkansas (AR).

Duties and Responsibilities:

  • Ensures contractor performance meets all contract objectives.
  • Works through the Contract Officer's Representative (COR) to resolve issues, receive technical instructions, and ensure adequate performance of services.
  • Ensures contractor employees do not perform any services outside the scope of the contract with an official modification issued by the Contracting Officer (KO).
  • Perform staff supervision and performance quality.
  • Resolves issues, receives technical instructions and ensures performance meets standards.
  • Oversee all deliverables.
  • Performs, directs, and/or assists in the following tasks:
  • Counseling Support Services.
  • Provide education benefit information to Soldiers/State staff, students/staff at NGPEC, and Soldiers/staff at National Guard Bureau for all ARNG education benefit programs using a combination of briefings, face to face counseling, telephone, email, video teleconferences (VTC), webinars, and social media platforms within three business days of the request and record the results of counseling events in the applicable Government systems.
  • Prepare and conduct education program and benefits briefings and presentations for courses, conferences, and other educational related events on-site at NGPEC, NGB and other locations as directed.
  • Presentations shall be approved by the Chief, Education Services Branch and/or the COR NLT 10 business days prior to delivery.
  • Training Support Services.
  • Update the existing "Standard Operating Procedures for State GI Bill Managers Handbook" and "Education Support Team Continuity Binder" documents based on current ARNG guidance, policies, and procedures.
  • The documents shall be provided to the Chief, Education Services Branch and/or COR in Word and Portable Document File (PDF) format once a year and as updates occur, within 30 calendar days of a change, for Government approval.
  • Provide instruction and recommended updates based on changes in policy, systems, or the operating environment for a Basic GI Bill Manager's Training Course.
  • With Government approval, develop training materials and provide instruction for Advanced GI Bill Manager's Training.
  • Training is conducted at least once annually, but not more than twice per year, with an average class size of 24, which addresses Government-directed topics.
  • Training material will be provided to the NGB PM for approval NLT 30 calendar days prior to the training event.
  • Training is typically conducted in conjunction with the annual Education Workshop and may require travel.
  • Provide an instructor's AAR summary of the training to the COR and Chief, Education Services Branch within seven calendar days of completion of a course.
  • Use Government approved systems and data bases to identify State education offices that are not meeting ARNG/NGB established standards and guidance and provide remedial training and assistance as directed.
  • A summary report of State Education Office performance shall be provided to the Chief, Education Services Branch by the fifth day of the following month.
  • Government approved systems and databases include, but are not limited to, the Reserve Component Management System (RCMS), the Guard Incentive Management System (GIMS), the Director's Personnel Readiness Overview (DPRO), the Defense Manpower Data Center (DMDC) Benefits for Education Administrative Services Tool (BEAST), Integrated Personnel and Pay System-Army (IPPS-A), and the Interactive Personnel Electronic Records Management System (iPERMS).
  • When additional government approved systems and databases are incorporated by NGB, the Government will provide training or training materials to the contractor as needed.
  • Update, maintain, and provide to the Chief, Education Services Branch and the COR, in Microsoft Word format, a yearly training plan (YTP) which identifies the frequency and suggested topics for training of contract personnel no later than 30 calendar days before the start of each new fiscal year.
  • Marketing Support Services.
  • Develop and maintain flyers, brochures, PowerPoint briefings and a detailed handbook explaining eligibility requirements, benefits, and application procedures for all ARNG education programs and services, in accordance with governing legislation, Department of Defense Instruction (DoDI), Army Regulation (AR), and ARNG Policy.
  • The products shall be delivered electronically to the Chief, Education Services Branch for approval 30 calendar days prior to the start of each fiscal year.
  • Updates to each of these products shall be made as changes occur or as requested and provided within the business' five days of change or request.
  • Develop an annual marketing plan to ensure all ARNG education programs and services are advertised and marketed throughout the year.
  • The marketing plan will be provided to the Chief, Education Services Branch at least 30 calendar days prior to the start of the fiscal year for approval.
  • Administrative Support Services.
  • Travel to attend workgroups on a periodic basis at NGPEC and NGB, identified by the Chief, Education Services Branch or COR.
  • The purpose is to assist the NGB PMs in improving the ARNG Education/Incentive management system functionality to provide efficiencies and internal management control.
  • Workgroups are typically conducted no more than twice per year and may last up to five business days.
  • Use NGB-directed task management systems (currently the Task Management Tool (TMT)), email communication, Microsoft (MS) Teams A365, the ARNG education/incentive management system, DMDC, and BEAST to conduct research and provide written recommendations to the applicable NGB PM for all Congressional and Inspector General (IG) inquiries, Army Board for Corrections of Military Records (ABCMR) requests, Soldier complaints, or other explanations as requested and meet the timeline or completion date directed for the action.
  • Conduct research and draft recommendations in accordance with governing law, DoDI, AR and ARNG Policy.
  • Shall not correspond directly to any inquiries.
  • They shall provide the draft responses to the applicable NGB PM.
  • Government employees may use research and support to respond to inquiries.
  • Provide functional support to Chief, Education Services Branch and NGB PMs (Education Support Center (ESC), Testing/Training, GI Bill, and Federal Tuition/Credentialing Assistance) such as conducting research, developing products/reports, monitoring performance measures, answering help desk tickets, and communicating with State and other agency POCs as requested.
  • Functional support is anticipated to require 10 to 12 products per month.

Required Qualifications:
  • Minimum of seven (7) years' supervisory experience, performing similar duties in a military or civilian organization.
  • Familiar with Enterprise Task Management Software Solutions (ETMS2, Task Management Tool (TMT), MS Teams, and Office 365 (A365).
  • Familiar with systems and applications (RCMS, GIMS, DPRO, DMDC, BEAST, IPPS-A, and iPERMS, Army Board for Corrections of Military Records (ABCMR) requests.
  • Capable of interacting with senior ARNG officers, NCOs, enlisted soldiers, and civilians.
  • Possess Customer Service skills.
  • Ability to execute error-free transactions associated with eligibility processing.

Preferred Qualifications:
  • BS/BS degree preferred.
  • ARNG or U.S. Army military, civil service, or contactor experience preferred.
