Why does the job exist?

The Senior Deputy Director will:
  • Provide strategic management and operational oversight governing Medicaid services within The New Mexico Health Care Authority (HCA):
  • Ensure that the state's Medicaid program operates efficiently, complies with state and federal regulations and aligns with legislative and stakeholder priorities;
  • Provide supervision and leadership of key division bureaus and sections;
  • Oversee many of the major functions of a Medicaid program including, but not limited to:
    • State and Federal compliance
    • Eligibility
    • Systems
    • Managed care oversight
    • Long term care services
    • Waiver and state plans
    • Active litigation
    • System improvements
    • Fulfilling legislative mandates


    How does it get done?

    The Senior Deputy Director is responsible for:
    • Overseeing multiple Medical Assistance Division (MAD) bureaus and units, ensuring effective Medicaid program management;
    • Providing regulatory and policy oversight to align Medicaid operations with federal and state requirements;
    • Managing strategic initiatives that enhance Medicaid services and operational efficiencies;
    • Negotiating and overseeing contracts with Managed Care Organizations (MCOs) and other Medicaid partners;
    • Interfacing with state government, legislators, and executive leadership to support Medicaid policy development and implementation;
    • Supervising Assistant Deputies that oversee multiple bureaus/Medicaid functions and providing direct support and coverage to the Medicaid Director.

    • New Mexico residents eligible for Medicaid;
    • Internal staff and HCA leadership;
    • State agencies, Legislators, and Policymakers who shape healthcare policy;
    • Healthcare providers and community stakeholders.


    Ideal Candidate

    The Ideal Candidate has:
    • Extensive experience in legal analysis, research and writing including state and federal policy;
    • Experience with New Mexico state government operations;
    • Experience supervising, training and mentoring staff;
    • A Juris Doctorate from an ABA accredited law school;
    • Experience with New Mexico state government processes, legislative frameworks, and regulatory structures;
    • Experience with public health law or healthcare policy implementation, and strategic planning;
    • A working knowledge of federal Medicaid laws, state healthcare regulations, and inter-agency coordination;
    • The ability to collaborate with legislators, executive leadership, and state agencies to advance policy initiatives;
    • Strong leadership, strategic planning, supervisory experience and operational management skills.


    Minimum Qualification

    A Master's degree in any field of study from an accredited college or university and twelve (12) years of executive level experience with a broad business strategy impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling eighteen (18) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include senior level executive management and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

    Employment Requirements

    Must possess and maintain valid driver's license.

    Working Conditions

    Work is performed in an office and field setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and telephone usage, and daily contact with adult offenders and/or inmates.
