GENERAL DESCRIPTION:
Ensure the final road design plans are thoroughly checked and reviewed for accuracy and content, confirming they adhere to WYDOT design standards, as well as all relevant federal, state, and local regulations. Additionally, craft comprehensive and compelling bid documents for the construction of roads and highways across the state, setting the stage for impactful infrastructure projects.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Reviews and checks all road design plans to achieve the Plans, Specifications and Estimate (PS&E) plans for bid lettings
  • Reviews designs and project correspondence to ensure that all project requirements have been considered, ensuring design and quantity accuracy, and compliance with applicable standards
  • Obtains required data from other Programs
  • Ensures that all agreements and permits are signed by the appropriate private and/or government entities
  • Provides a checked set of plans with any necessary revisions, additions, comments or corrections to the appropriate design squad
  • Meets with design teams to review necessary corrections or changes to the design plans, specifications or calculations
  • Assembles final contract plans and documents for PS&E
  • Determines the appropriate Programs to involve in resolving issues with the plans
  • Provide input for determining whether or not to go to contract if all agreements and stipulations are not signed on time.
  • Provides addendums under tight time constraints
  • Monitors design projects for the monthly letting schedule and ensures that all deliverables are received within the time limit allotted for contract letting
  • Provides coordination between design squads, consultants, Districts, Contracts and Estimates Program, and Construction Staff
  • Manages work assignments to meet the monthly letting schedule
  • Trains and assists others in new methods and procedures to meet applicable engineering specifications including FHWA requirements, AASHTO guidelines, WYDOT policies and standards, and other state and local requirements
  • Attends periodic workshops to increase skills and knowledge
  • Establishes and maintains official bid item list
  • Tracks and assigns special provision numbers for various projects
  • Distributes updates to supplementary specifications
  • Ensures printed Plans and contract documents are complete and accurate
  • Establishes and maintains several monthly/yearly reports and spreadsheets
  • Assists in Value Engineering studies as needed

Qualifications
PREFERENCES:
Preference will be given to candidates with road design and/or road construction experience
KNOWLEDGE: Examples of Knowledge are intended to be cumulative for each progressively higher level of work. The omission of specific statements does not preclude management from assigning other knowledge.
  • Knowledge of WYDOT's policies and procedures
  • Knowledge of the Standard Specifications for Road & Bridge Construction
  • Knowledge of highway engineering design principles, guidelines and concepts
  • Knowledge of geometry, algebra, and trigonometry
  • Proficient in Microsoft Word & Excel
  • Ability to give attention to detail and work under pressure
  • Ability to read and interpret construction plans and cross sections
  • Ability to work independently with little supervision
  • Ability to manage multiple projects and schedules at one time
  • Ability to solve and give direction on both technical and nontechnical problems
  • Ability to deal with difficult people and situations

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Engineering)

PLUS

Experience:

0-3 years of progressive work experience (typically in Transportation Design or with design and contract experience) with acquired knowledge at the level of a Senior Design Specialist I

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Transportation Design or with design and contract experience) with acquired knowledge at the level of a Senior Design Specialist I
