The Human Development (HD) Practice Group (PG)

The World Bank Group (WBG) is the largest provider of development finance and solutions for human development working with high-income, middle-income, and low-income countries to develop country-tailored solutions for human development (HD) under the themes of education, health, social protection, jobs, and gender. The HD PG coordinates with other Practice Groups to ensure a coordinated and integrated approach to development challenges, and through the World Bank Regional Units is expected to deliver the strongest and most pertinent support to our client countries.

The Human Development Vice Presidency (HDVP) at the World Bank Group is made up of the Global Practices for education; health, nutrition, and population; and social protection and jobs; additionally, the HDVP houses the gender group. As such, HD is central to the World Bank Group's goals to end extreme poverty by 2030 and raise shared prosperity on a livable planet.

Health, Nutrition and Population Global Practice

The central contribution of the Health, Nutrition and Population (HNP) Global Practice to the WBG's twin goals is to enable the achievement of Universal Health Coverage (UHC), in which all people are effectively covered by essential health services, and nobody suffers undue financial hardship as a result of illnesses. In the quest for UHC, the HNP Global Practice is building on progress made in the framework of the Millennium Development Goals, an array of analytical and advisory services, strategic partnerships with partner institutions and other financing agencies, and an active lending portfolio. The HNP Global Practice includes staff members in Washington, DC and country offices.

The HNP Global Practice is led by a Global Director, with the overall responsibility for the GP. The HNP Global Practice Leadership Team, which leads and manages the HNP GP, consists of the Global Director, Regional Directors, and Practice Managers. The HNP Global Practice works with and across multiple sectors, in recognition of the fact that HNP outcomes often depend on actions that lie outside the HNP sector. Accordingly, a capacity to work across GP boundaries, forge coalitions and influence multi-practice solutions is essential for achieving the major objectives of improving HNP outcomes.

The Global Health Unit

The Global Health Unit (GHU) supports WBG HNP teams across the globe to deliver better results through World Bank financed health systems projects and analytical work. The GHU is led by the Practice Manager and has six technical teams on health financing, service delivery, pandemic preparedness and response and public health, climate and health, knowledge and learning, and nutrition. The GHU provides technical assistance to clients and regions, develops analytical work and thought leadership in key technical areas and is responsible for the knowledge and the learning program for client countries and staff. In addition, the GHU manages the institutional relationships with global health institutions and other partners and is responsible for fundraising for the HNP GP.

The HNP GP is seeking a Senior Digital Health Specialist who will work on the development of the analytical and technical work related to the adoption, adaptation, coordination, and implementation of digital technologies into Bank-financed health projects.

Objectives

This scope of work seeks to support the World Bank to develop evidence, curate and disseminate knowledge products on strategy, investments, and a research agenda for programs and country support in digital health; including but not limited to specific topical areas such as digital health service delivery, artificial intelligence, technologies for climate resilience and adaptation, and technology-enabled primary health care. The position will support the team in identifying, curating, and documenting ongoing initiatives and identified needs at the intersection of these topics, including support to World Bank Task Teams and strategic partner dialog. The position will extract key learnings and engage with the team to identify and outline strategies, develop approach plans, research questions, contribute to initiatives and programs, support coordination and priority client or country activities to enhance and advance the World Bank's investments and support to countries.

Expected Outcomes
Methods, tools, and approaches improved and applied to address digital health information challenges and gaps.
Fill the gaps for the digital health ecosystem in how solutions, tools and data can be deployed and enhanced to support high quality health outcomes.
Strengthened collection, analysis and use of approaches and evidence for digital technologies in global public health.

Duties and responsibilities
Advise and support client country teams, Ministries of Health, and other relevant Ministries on how to prioritize, design, operationalize, and/or adapt digital health initiatives and other technology-based approaches to improve the ecosystem of health system performance and service delivery in a way that is fit-for-purpose as part of a comprehensive systems approach.
Support the digital health components of capacity building efforts for task teams and clients through the HNP Learning Program, the Digital Health Community of Practice, and other initiatives.
As a senior digital health specialist, provide ongoing leadership in shaping the World Bank HNP team's strategic agenda in alignment with client country needs and informed by broader digital health and digital transformation trends as the portfolio and context evolves.
Support key technical partnerships both within and outside the World Bank to ensure the WB is well-represented in multilateral digital health dialogues, shared strategy development, and global initiatives as well as a thought leader in key areas of comparative advantage.
Support the development adaption and operationalization of knowledge products that effectively build capacity and advance digital health for both internal and external decision makers
Co-create and support World Bank country teams and clients on developing appropriate terms of reference and evaluation processes in the procurement and implementation of digital health and novel models of care to enable better and more equitable health service delivery.
Become adept at leading end-to-end procurement processes for both single-source and competitively bid services in compliance with World Bank procurement guidelines to expand technical capacity for digital health support in the HNP Practice.
Manage contracts with institutions and vendors to ensure the delivery of high-quality outputs that demonstrate value for money while staying on time and within budget.

Reporting

The position will report to the Practice Manager for Global Health, with day-to-day supervisory oversight by the Global Program Lead for Service Delivery.

Selection Criteria
Master's degree or equivalent related to health informatics, international health, or digital health, engineering degree, a plus
Minimum of 8-10 years of relevant professional experience, or equivalent combination of education and experience
Recognized expertise in global digital health, from an operational perspective
Track record of successful implementation of digital health solutions at scale including in LMICs
Ability to work in a fast-paced environment that requires management of multiple priorities effectively and thinking creatively to maximize impact for teams and clients
Ability to coordinate contributions of specialists in other disciplines to complete a joint product
Extensive and current knowledge of relevant analytical tools, and technical and administrative functions
Strong organizational and presentation skills
Excellent oral and written communication skills in English
Strong team player with proven ability to work in a team and intercultural environment with minimum supervision
Ability to work pro-actively across practice and disciplinary boundaries as well as with multiple stakeholders
