Position Summary: The Division of Early Childhood Education (DECE) supports the operational and programmatic functions of early childhood education programs for NYC children in public elementary schools, Pre-K Centers and NYC Public Schools (NYCPS) contracted settings included in New York City Early Education Centers (NYCEECs) and through Family Child Care (FCC) programs. DECE provides families with access to high-quality early childhood options, for children birth to five, in rich diverse settings, supporting children's growth and development. Working together with families and programs, DECE ensures that children are engaged, nurtured and supported.
The Senior Director of Portfolio Planning will work under the Chief of Systems Planning and in close collaboration with the Chief of Policy and Program Implementation and Chief of Capacity Building and Family Engagement to develop efficient and effective data-informed systems to identify community and family needs in order to develop, propose and implement seat allocation plans for children birth to five across all NYCPS early childhood settings. The Senior Director will actively engage with key internal and external stakeholders in order to support strategic policy and financial decisions on how to best optimize seat placement and utilization for children ages birth to five. The position will manage the request for proposal process, ensuring sound and timely processes, consistent with all NYCPS, City, State and federal regulations. The Sr. Director will work to help guide and leverage local, state and federal dollars that support the provision of childcare across New York City. Performs related work.

Qualification Requirements:
Minimum
A master's degree from an accredited college or university in education, educational psychology, educational leadership, public administration, public policy, social work, or a closely related field, and two years of satisfactory, full-time progressively responsible professional experience in education administration, in such areas as: portfolio planning, educational grants/funding, student enrollment, assessment and accountability, youth development, special education, early childhood, program evaluation, policy research, college and career readiness, health and wellness, immunization, diagnostic and treatment services for parents and children, out of school programs, career and occupational education, curriculum development, evaluation and testing, educational planning, and educational statistics, or a related field, at least 18 months of this experience must have been in an executive, managerial, consultative, administrative or supervisory capacity in education administration; or A baccalaureate degree from an accredited college or university and four years of satisfactory, fulltime progressively responsible professional experience, in one or more of the areas as described in "1" above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or A four-year high school diploma or its educational equivalent and six years of satisfactory, full time professional experience, in one or more of the areas as described in "1" above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or Education and/or experience equivalent to "1", "2", or "3" above. Undergraduate education above the high school level may be substituted for professional experience, in the areas described in "1" above, at the rate of 30 semester credits from an accredited college or university for each year of experience, up to a maximum of 4 years. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, at the rate of 15 graduate semester credits from an accredited college or university, for 6 months of experience, up to a maximum of 1 year of professional experience. However, all candidates must have a high school diploma or its educational equivalent and 18 months of experience in an executive, managerial, consultative, administrative or supervisory capacity in education administration as described above.
Preferred
Salary : $154,635 - $170,098
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)

- Drives high-level coordination across DECE leadership to align portfolio planning decisions with broader division goals, ensuring equity and strategic use of resources across all early childhood settings.
- Establishes norms for operationalizing a community-responsive model for contract placement and seat configuration across the ECE portfolio.
Stakeholder Engagement Leadership
- Represents DECE in discussions with citywide and state-level agencies to influence policies and funding decisions impacting early childhood seat planning and program development.
Policy and Systems Innovation
- Spearheads the development of innovative policies and systems to address emerging trends and challenges in seat utilization and program placement, leveraging cross-agency collaborations for maximum impact.
Advanced Data Integration
- Leads the strategic integration of advanced data analytics tools and methodologies to enhance predictive modeling for seat allocation and utilization, informing long-term planning efforts.
Policy Development
- Supports the Chief of Systems Planning in overseeing the system-wide seat utilization strategy of birth through five programs and makes key policy decisions across all settings.
- Supports the Request for Proposal (RFP) and Request for Information (RFI) processes and makes policy recommendations on selection criteria for new vendors; makes policy recommendations regarding the RFP/RFI review and selection process.
- Advises senior leadership of priorities for program placements using data.
- Oversees the analysis and processes used for enrollment and seat projections and coordinates the financial allocation and child attendance methodology for City, State and Federal compliance reporting.
- Supports senior-level policy discussions and decisions surrounding enrollment-related issues and system-wide policy considerations.
- Leads the coordination of need assessments used to inform seat placement.
Program Development
- Along with the Chief of Capacity Building and Family Engagement, supports engagement efforts with superintendents, principals, CBO leaders, parents and families, and other key stakeholders around program placement, including seat expansion.
- Leads intra and inter agency coordination to support program readiness.
- Proposes policy and operational decisions as part of strategic planning efforts to identify and secure new space for affiliated programs working with internal program office and city agencies; oversees construction project timelines.
- Designs the evaluation and scoring process for CBO, Pre-K Center, Charter School and District School awards.
- Implements all activities related to the RFP and district schools and Pre-K centers awards processes and implements changes to improve the process.
- Oversees the establishment of communication protocols for community based DECE office staff and for key internal and external stakeholders including coordinated communications for the central office, field offices and NYCEECs to ensure alignment in messaging.
- Develops strategies for the achievement of the goals and objectives of Division plans, which include the identification of priorities and sequences and specific targets, timetables, measures and standards for tracking the achievement of planned goals, objectives and policies.
- Develops, implements, and quality manages an equitable and data-informed process for seat placement and reconfiguration requests.
Qualification Requirements:
Minimum
Preferred
- MA, MBA or MPA degree.
- Knowledge of the early childhood system within NYCPS.
- Excellent program management skills, with the ability to plan, organize, develop and lead the implementation of large-scale projects on a school/district/or citywide basis.
- Knowledge of word processing software, spreadsheets and databases.
- Capable and detail-oriented multitasker who can prioritize and remain professional in demanding situations.
- Ability to collaborate effectively with colleagues at all levels of the organization.
- Ability to learn quickly and succeed in a rapidly changing environment.
- Team player capable of resolving organizational roadblocks.
- Education experience.
- Talent for listening, asking effective questions and synthesizing information.
Salary : $154,635 - $170,098
