Position Description: The Senior Director of Secure Residential is responsible and accountable for oversight of all secure residential facilities at Cascadia Health. This includes coordinating with other members of Cascadia organizational leadership to ensure that the clinical model design and implementation adhere to Cascadia's mission and strategic plan and are in compliance with OARs, payer requirements and employment law and protocol. Position responsibilities include continual consideration of business development opportunities, fiscal viability of the program, stellar public relations, establishing and maintaining excellent community relationships, program development and oversight, risk management, hiring, training, development and termination of employees, trauma informed operational oversight and continuous quality improvement. The Senior Director will also provide input into the development and implementation of Cascadia's strategic planning and goals.

Essential Responsibilities

General:
  • Determine structure and operational processes for secure residential programs to implement agency-wide goals in collaboration with the Executive Team.
  • Ensure clinical effectiveness through evidence-based best practices.
  • Direct secure residential services to maintain clinical excellence and financial viability.
  • Establish methods to assess client outcomes.
  • Monitor expenses and revenue through communication with program managers.
  • Maintain accountability for documentation compliance, financial performance, and productivity/revenue generation.
  • Develop procedures ensuring clinical excellence, compliance, and employee productivity.
  • Support and train staff to implement the treatment model, including trauma-informed practices.
  • Serve as primary spokesperson, fostering positive internal and community relationships.
  • Promote programs across sites and build coalitions within the agency and community.


Compliance:
  • Oversee compliance with federal, state, and local laws governing clinical documentation, service delivery, operational policies, and administrative requirements.
  • Respect and honor participant rights and responsibilities and demonstrate professional boundaries and ethics.
  • Maintain knowledge of, review and ensure compliance with all applicable federal, state, county, and city regulations, contract obligations, and internal policies and SOP.
  • Adhere to mandatory abuse reporting laws and HIPAA requirements.
  • Attend seminars, training, and other educational opportunities to develop professional skills and abilities.
  • Assist program leadership in developing and updating policies, procedures, and systems to assure success.


Supervisory Oversight:
  • Determine staffing requirements, recruit, hire, and train staff in a manner that encourages and maintains diversity and cultural responsiveness.
  • Establish work plans and priorities for staff members, assess the progress of staff members.
  • Provide consistent supervision and support for direct reports.
  • Promote and complete annual employee training requirements on a timely basis.
  • Demonstrate commitment to continuing professional development.


Leadership:
  • Provide strategic leadership and contribute to Cascadia's strategic initiatives.
  • Foster thought leadership, innovation, and creativity.
  • Promote a work culture that values inclusion, equity, and diversity.
  • Participate in meetings as assigned, including staff meetings, consultations, and supervision.
  • Build strong relationships with internal and external customers to enhance quality and efficiency.
  • Develop plans and roadmaps that align with organizational objectives.
  • Collaborate with the Medical Director on staffing and psychiatric treatment approaches.
  • Work with managers to identify emerging leaders and provide strength-based leadership learning.
  • Oversee quality improvement activities within the program.
  • Lead managers, supervisors, and staff in team building, performance motivation, and morale.
  • Review and approve responses to proposals, new services, and growth opportunities, and seek ways to promote Cascadia's services.
  • Represent the program on advisory boards, internal committees, and at community events.
  • Create and maintain the Secure Residential Treatment Facilities (SRTF) Annual Plan aligned with Cascadia's Strategic Plan.
  • Maintain current CPR/First Aid certifications and use AED equipment as needed.
  • Perform other duties as assigned.


Qualifications

Education: Required - This position must demonstrate the competencies to become credentialed as a Qualified Mental Health Associate (QMHA), as outlined in OAR 309-016-0005.

Experience: Required: Medical healthcare professional with 8+ years experience in behavioral health settings, particularly in those serving adults with severe mental illness, including 5 years of experience with superior knowledge of secure residential services preferred OR Bachelor's degree and 6 years experience OR a Master's Degree and 5 years experience.

Specialized Knowledge, Skills, & Abilities:
  • Understanding of recovery model, motivational interviewing, illness management and recovery, evidence-based practices, and strength-based case management philosophies and strategies.
  • Understand and align with harm reduction philosophies, cultural responsiveness, and trauma informed care.
  • Knowledge of best practices.
  • Operate computer hardware and software at a level needed to effectively perform job functions.


Other: Possess a valid driver's license, minimum of one year driving history, ability to pass Driver Motor Vehicle (DMV) check and complete the Cascadia online Defensive Driving course.

OR

Must have the ability to travel to multiple locations throughout the Portland Metro area.

Ability to perform CPR, First Aid, and effectively use AED equipment. CPR/ First Aid certifications are required and must remain current.

Working Conditions

Environmental: Work is performed in one or more of the following: clinical office, acute care settings and community setting including client residences, correctional facilities, shelters, hospitals, public places and other social service sites. Meal periods and breaks are subject to interruption. Much of the work is performed during regular business hours with the potential of extending into afterhours only for crisis response. Universal Precautions and remaining alert to the environment are critical to address the potential for violent behavior, exposure to disease, biohazards, noise, and contaminants.

Mental: The work assigned is diverse and involves addressing new and unusual circumstances in which outcomes may negatively affect costs, employee morale or clients. The work regularly involves a degree of unpredictability and disruption of planned tasks requiring a flexible time management approach. In addition, this position requires exercising sound judgment. Decision-making may occur in a moderate to high stress situation where a client may be experiencing a crisis.
