The Opportunity

ICT's Labour Market Intelligence Unit is seeking a highly motivated individual to fill the position of Senior Economic Policy Analyst in Regina. Working with a high-performing team in a complex environment that requires innovative thinking and creative problem-solving, you will support the implementation of the unit's goal to provide timely and relevant insights on current and future labour market conditions and trends in Saskatchewan to help meet the ministry's mandate and mission.

The salary for this position will be updated to $48.852 - $61.219 per hour once the Class Plan Renewal process is completed and the HR system has been updated.

Reporting to the Director, Labour Market Intelligence, your responsibilities will include:

  • Leading quantitative research, data analytics projects, policy analysis and policy evaluation that draw actionable insights to inform policy/program development, budgetary and planning processes, and program/service delivery;
  • Managing projects, including labour supply and demand forecasting, through the various stages of planning, research, development, and implementation;
  • Preparing briefing notes, presentation, reports, issue papers and other related materials on labour market related issues for ICT's senior leadership team and key stakeholders;
  • Building positive working relationships with colleagues within the branch, ministry and government, as well as key stakeholders to advance the mandate and core services of the unit, including self-service of labour market intelligence; and,
  • Providing policy and economic expertise, and advice on committees, projects, and initiatives within the ministry, across government and with key stakeholders.


Our ideal candidate will have:

  • Knowledge of the Saskatchewan labour market, including economic, demographic and labour market trends and the interrelationships between the provincial economy and the post-secondary training system;
  • Working knowledge of quantitative research, data analytics, statistical analysis, and labour forecasting as well as generally accepted survey concepts, methodology, tools and techniques;
  • Understanding of public policy concepts, principles and processes and experience conducting policy analysis or economic impact assessments;
  • Superior analytical, research, problem-solving and strategic thinking skills to identify complex issues, develop options and make recommendations;
  • Exceptional verbal and written communication skills to present data and information clearly, concisely and accurately to a variety of people in a manner appropriate to the audience;
  • Advanced proficiency in Excel and PowerPoint is a requirement; and,
  • Working knowledge of economic modelling, forecasting and statistical software (particularly RStudio, EViews and SAS) as well as business intelligence tools (particularly Power BI) will be considered assets.


Typically, the knowledge, skills and experience required to be successful in this position would have been obtained through:

  • A completed graduate-level studies in economics, statistics, public policy, public administration or any other related field;
  • Senior-level experience in public policy development or related public sector (government) work experience; or
  • An equivalent combination of education and related experience.
