The World Bank's Planet Vice Presidency helps countries tackle their most complex challenges in the areas of Agriculture and Food; Climate Change; Environment; Social Development; and Water.

The Planet Vice Presidency hosts an Office of the Chief Economist (GSSCE). The major functions of this Office are to support knowledge intensive activities in the Planet Vice Presidency, undertake research, promote collaboration and to liaise with the academic community. It seeks to empower teams with knowledge and information to deliver the best global advice to client countries. The Office aims to serve as a small think-tank for the Vice Presidency to ensure that investment and advisory decisions are informed by the latest rigorous evidence. The work program contains three interrelated pillars: knowledge creation and dissemination; building and maintaining capacity of staff within the Vice Presidency; and support customized needs of the Vice Presidency. To deliver on its wide mandate the Office is seeking to hire a Senior Economist with outstanding analytical and communication skills.

The Korea Green Growth Trust Fund (KGGTF) is a partnership between the WBG and the Republic of Korea, established in 2013 to support client countries as they shift to a green development path. The key objective of the KGGTF is to scale-up and strengthen the WBG's global green growth portfolio by leveraging knowledge and resources from Korea to support World Bank Group client countries. This includes assisting developing countries to achieve sustainable development through practical knowledge sharing on green growth efforts, developing an informed knowledge base, and building capacity to implement green growth investments. The KGGTF is under the Planet Vice Presidency Chief Economist Office.

The Senior Economist will work with the Planet Vice Presidency Chief Economist Office, KGGTF and various World Back units interested in green growth, and help identify, design and facilitate practical knowledge sharing on sustainable economic development, with a particular focus on green growth. The goal is to serve policymakers in developing countries who are interested in designing and implementing sustainable development polices and learning from the experience of other countries that are on a green growth path, such as Korea. The Senior Economist is also expected to liaise with the Government of Korea and Korea's Ministry of Economy and Finance (MOEF) and promote green growth partnerships between the WBG and the Republic of Korea. This will be a key aspect of this assignment and will call for familiarity with the Korean context. The selected candidate will report to the Chief Economist.

Roles & Responsibilities:

The selected candidate is expected to help identify and design technical assistance, research topics, and learning experiences, particularly by drawing lessons from and facilitating knowledge sharing and partnerships between policymakers and institutions internationally for the purpose of advancing the green growth agenda.

Key functions include the following:
Work primarily with the Planet Vice Presidency Chief Economist Office, KGGTF, GDs and Regional teams. Specifically, identifying good practice and lessons learned in supporting and scaling-up sustainable development and green growth-related investments in multi-sectoral infrastructure investment, including review of existing interventions.
Liaise with the Government of Korea and Korea's Ministry of Economy and Finance (MOEF) and promote green growth partnerships between the WBG and the Republic of Korea.
Identify appropriate counterparts in Korea and other countries who may be able to share experiences on practical implications of green growth policies and investments.
Find or create opportunities for global knowledge sharing to learn about concrete examples of sustainable economic development and, more importantly, how sustainable development and green growth policies can be brought together and incorporated into comprehensive economic policy at the national level.
Support design and technical assistance components of projects that seek to help countries implement sustainable development strategies and policies. Essential knowledge is required on the political economy behind sustainable economic development, i.e. how to garner top-level political support, and how to plan and implement public and private investment projects effectively. Working knowledge of Korea's national green growth implementation will be particularly helpful.
Provide Monitoring and Evaluation (M&E) related support to the KGGTF including assessment of the current KGGTF M&E metrics and indicators, strategic guidance and direction on benchmarking M&E methodologies used by other institutions, development and refinement of the KGGTF M&E framework for future rounds of grant applications, and evaluation of the overall contribution and impact of the KGGTF to WBG operations.
Additionally, lead or participate in the monitoring of sustainable development projects while on WBG missions, and writing reports related to M&E activities.

Selection Criteria
Advanced degree (PhD or masters) in one of the relevant sectoral disciplines, including public policy, infrastructure, economics, or finance.
A minimum of the equivalent of 10 years of relevant operational experience, including designing, implementing, and monitoring public policies. Direct working experience within government of public policy, macro-economy, and public finance regarding sustainable development or green growth will be advantageous.
Familiarity with the Government of Korea procedures and policy-making processes and/or a capacity to learn these is essential.
Recognized leadership in developing and implementing public policies and strategies, including evaluating sustainable development policies and projects.
Demonstrated capacity for strategic thinking and conducting a dialogue on relevant development priorities.
Demonstrated knowledge and expertise in sustainable development. Understanding of macroeconomics, fiscal instruments, and M&E tools would be a distinct advantage.
Proven ability to work effectively in a matrix environment.
Demonstrated capacity to develop and manage task plans and budgets.
Strong written and oral communication skills in English are essential.
Strong written and oral communication skills in Korean are essential.

Required Competencies
General Public Policy, Economic Knowledge and Analytical Skills - Possesses cross-country knowledge in public policy and economics and demonstrates ability to link the macro, institutional, and micro-level behaviors; able to support findings/policy recommendations with credible analysis and tools.
Knowledge and experience, or familiarity, with the Government of Korea, especially on convening various line ministries and stakeholders to develop multi-sectoral national policies and initiatives is essential.
Policy Dialogue Skills - Anticipates needs and requests in the field and conducts independent policy discussions with representatives of government and non-government partners.
Integrative Skills - Understands relevant cross-sectoral areas and how they are interrelated; able to undertake cross-sectoral work in lending and non-lending operations.
Macroeconomic Skills and Country Economics Experience - Able to translate technical analyses of macroeconomic, debt, trade, fiscal policy, and growth linkages into policy recommendations and cross-country lessons.
General Governance and Public Sector Knowledge and Experience - Has the ability to lead production of projects and/or major studies on areas key to public sector.
Written and Verbal Communication - Demonstrates the ability to influence and persuade others to accept ideas and suggestions (such as counterparts in government, international partner organizations, academia, World Bank colleagues, senior staff and managers).
Client Orientation - Maintains client relationships in the face of conflicting demands or directions and provides evidence-based advice and solutions based on sound diagnosis and knowledge.
