Cal OES is recruiting for Limited Term positions and Emergency Hire Appointments in support of the Disaster Response and Recovery efforts in Southern California.

Under direction of the Program Manager III, the Senior Emergency Management Coordinator (SEMC) will manage the CSTI Recovery Training program, including development of curriculum, assessing and determining training needs for Cal OES, State Agencies/Departments/Offices, Local Government, Universities, Special Districts, Tribal Governments, Private Non-Profits, and any other entities eligible for Recovery grant funds or assistance. Maintain knowledge base of all Recovery programs at the Federal and State levels. Coordinate with Recovery subject matter experts at Cal OES and the Federal Emergency Management Agency (FEMA), as required. Coordinate with the SEMS Emergency Management Support Team Committee, as required. Support statewide credentialing guidelines for local government, private industry and voluntary organizations for self-credentialing. Support the statewide credentialing program for those who would like to be considered for service outside of their jurisdiction either as an individual or as part of a team. Develop and maintain credentialing criteria for various Recovery specific areas of expertise. Maintain the database and program to administer credentialing throughout the State (once developed). Maintain guidelines for inclusion of local and state level emergency managers into EMSTs.
Respond to appropriate requests, as work plan allows, for special lectures/presentations or advisory assistance to government agencies and business entities. Maintain professional liaisons with training clients, coordinators, consultants, and advisors to include academic institutions, local, state and federal government, business organizations, professional associations and compliance agencies (POST, EPA, OSHA, NFPA, MARACs, LEPC's SWEPC and regional/statewide training advisory bodies).
Assist in training, exercise, and education-related planning and coordination activities with other Cal OES branch and regional training coordinators and appropriate staff as needed. Travel, as required, to teach, attend meetings, and/or supervise program activities. Travel and participation in policy and procedure development and implementation may be required.
** Limited Term positions may be appointed up to 12 months or extended to 24 months with the possibility of becoming permanent.**

JFO -Pasadena - This position is Headquartered and reports to the Joint Field office located in Pasadena, CA.

This directorate also includes the California Specialized Training Institute which provides exercise support and courses in emergency management, hazardous materials response, criminal justice/officer safety, fire & rescue, and crisis communications.
In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

- An emergency hire appointment can work up to 189 days in 12 consecutive months, based on the needs of the disaster.
- Positions are paid on an hourly basis, once a month, during the first week of the month following the closure of the pay period. An emergency hire appointment is not eligible for medical benefits or a retirement program.
- Emergency hire appointments earn state service and sick leave and vacation based upon actual time worked.
- Civil Service Examinations are not required for appointment.

- Knowledge of Recovery programs and principals at the federal, state, and/or local levels including, but not limited to, Public Assistance, Individual Assistance, Hazard Mitigation, Interagency Recovery Coordination, Proclamations, the Robert T. Stafford Act, California Emergency Services Act, California Disaster Assistance Act, other related grant programs.
- Experience managing staff both in person and remotely, providing and accepting feedback in a constructive and respectful manner, and allocating resources effectively.
- Ability to work in makeshift or non-traditional work environments.
- Experience developing, revising, and adapting instructional materials as a result of statute, regulation, or policy changes both internal and external.
- Experience presenting to individuals, small and large groups, executives and elected officials, and the public.
- Excellent public speaking skills.
- Ability to think critically and quickly to address questions from students and fellow instructors/staff about subject material.
- Ability to review programmatic guidance and analyze for changes/discrepancies from current course material.
- Oversee and evaluate contract instructors delivering course material to ensure they meet CSTI standards.
