SALARY RANGE (Grade 15) CSA216: $87,287.21/yr. -- $130,931.55/yr. (Commensurate with experience)

GENERAL STATEMENT OF DUTIES:

General Statement of Duties: As a Senior Emergent Technology Developer, you will play a pivotal role in advancing the agency's AI applications procurement and development function. Focused on accelerating audit production and uncovering complex fraud data, you will implement transparent technologies. Your expertise will contribute to the development and implementation of replacement technologies and new frameworks, generating prototype software, services, and platform configurations for key business applications.

Supervised by the Manager of Innovation Technology.

DUTIES AND RESPONSIBILITIES

Technology Research and Planning:
Investigate new and emerging technologies suitable for streamlining and automating manual processes that AI-based systems.
Architect applications and systems that create an ecosystem for implementing a suite of secure AI based systems using Cloud to Cloud technology, database architectures, API's and development platforms like Azure OpenAI and IBM Watson.X.
Work as the point person for specifying technology solutions to 3rd party consultants helping OSA create customized LLM solutions.
Create sandbox environments to explore trends in technology, leveraging advanced concepts in Data Science and Artificial Intelligence.
Assist in harmonizing OSA AI policies with Commonwealth protocols for advanced system development and use.

Program and Project Delivery:
Develop or acquire applications with governance controls and data frameworks using emergent technology and AI-based systems.
Collaborate with OSA technologists to deliver prototyped technology based on use cases.
Work with internal and external resources to identify and implement best technology solutions for OSA use.
Establish relationships with key stakeholders within OSA to manage projects and expand use cases.
Lead initiatives in organizational process automation.
Track and analyze metrics relevant to specific project successes.
Collaborate with external development organizations to create new AI and advanced technology applications.

Communication and Collaboration:
Work with management to implement communication channels ensuring information flows freely among managers and agency departments.
Actively seek cross-functional collaboration across individual contributors, teams, and the department.
Utilize interpersonal skills to maintain effective working relationships with diverse constituencies.
Collaborate with internal and external peers on cross-functional team projects.
Provide project updates to business partners across the business operation and technical groups.
Assist the AI Audit group in developing applications for testing AI-based systems as needed.

Qualifications:
MINIMUM QUALIFICATIONS:

The successful candidate will possess and/or demonstrate:
A Bachelor's Degree in Computer Science (BS or BA) or equivalent.
Work experience in discovering and implementing leading-edge technologies for Cloud and Microsoft platform development tools.
Project management and organizational skills for implementing new technologies.
Technical hands-on experience with programming in JavaScript and/or C++, including the use of GitHub, Azure cloud, SaaS solution integration, and API creation and usage for on-premises and cloud-based databases.
Knowledge and experience working with information and security and application architectures.
5+ years of experience working in a development team.
Demonstrated ability to collaborate with other members of formal and informal groups in the pursuit of common missions, vision, values, and goals.
Demonstrated ability to communicate ideas or positions persuasively, building support, agreement, and commitment.
Experience setting and accomplishing challenging goals.

PREFERRED QUALIFICATIONS :

Demonstrated experience and expertise in the following areas will also be important considerations:
Generative AI technology and large language models.
Experience with AI prompt engineering.
JavaScript.
Python.
RESTful development technologies.
.NET framework and C++ programming.
Familiarity with Data Analytics concepts and tools.
Familiarity working with Microsoft SQL.
Azure Cloud, frameworks, and sandbox setup.
Basic people and time management skills.

Salary is commensurate with experience.
